The Position: Position General Summary: The FlexPoint Proposal Manager oversees the pursuit, planning, organization, evaluation, submission, and tracking of out-of-state proposals (e.g., RFP, RFI, RFQ) and state applications matched to FLVS organizational priorities and FlexPoint revenue goals. As the primary author of submissions, the FlexPoint Proposal Manager works with leaders within FlexPoint and across the organization and coordinates human resources to meet requirements and timelines for all proposals and applications selected as part of the organizational RFP strategy. Essential Position Functions: Researches, identifies, analyzes, and monitors available proposal and application opportunities to prioritize team resources and align to department goals. Creates and executes proposal and application project plans, prioritizing multiple plans simultaneously. Facilitates discussion of and recommends go/no go action on available proposals and applications to the FlexPoint leadership team. Schedules and facilitates proposal and application kick-off meetings; attends meetings related to question and answer periods held by proposers; and coordinates internal attendance at formal presentations. Assembles, organizes, and manages cross functional inputs needed to support proposals and applications that may include senior members of Information Technology, Client Support, Legal, Sales, Marketing, Instruction, Finance, Human Resources, Professional Learning, and other internal business areas. Develops and coordinates win strategies with appropriate input from internal stakeholders, identifying client priorities and win themes with integrated communications and brand compliance. Manages the legal review of the solicitation requirements and any representations and certifications required for the bid. Submits proposals and applications on time. Reports progress of proposal and application activities through written reports, email updates, Salesforce.com data entry, and presentation meetings, as directed. Performs follow-up tasks including archiving proposal documents, collecting and entering hours expended on the proposal effort into the FlexPoint Salesforce instance, and tracking the outcomes of the competitions. Manages responses to requests for clarifications for or from bidding organizations or additional information. Requests and analyzes evaluation results post award and incorporates feedback into the FlexPoint proposal processes, including hosting lessons learned meetings with proposal teams. Submits post award analysis of proposal evaluations to FlexPoint leadership. Strategically applies policy knowledge and data analysis to support proposal and application requirements. Identifies, accesses, resolves, and/or escalates issues, as needed. Monitors and maintains FLVS RFP vanity email box. Remains up to date on the trends, standards, and areas of compliance in online learning and uses information to maintain a competitive edge. Aggressively seeks proposal opportunities matched to FLVS’s organizational goals and FlexPoint revenue priorities using software, contact with affiliates and partners, and referrals from stakeholders. Conducts competitor research and documents findings in Salesforce. Minimum Requirements: Education/Licensure/Certification: Bachelor’s Degree; or equivalent combination of education and relevant experience Experience: Minimum five years’ experience in proposal or grant development and management experience with demonstrated success in awards Experience with governmental agency (state, federal, DoD) requirements, proposal submission environments, and reporting systems preferred Knowledge, Skills, and Abilities (KSA's): Strong analytical, writing, and presentation skills for both internal and external audiences Ability to work with and through people to establish goals, objectives, and action plans Strong interpersonal skills, including the ability to communicate with and influence leaders Highly organized and capable of handling multiple priorities, meeting deadlines, and managing time effectively Ability to successfully gather necessary information from a wide variety of people in an efficient and effective manner Must possess strong, documented attention to details and customer satisfaction Demonstrated success working in fast‐pasted, rapidly changing environment Ability to work independently and as a team member Working knowledge of general office practices, methods, and equipment, including computer skills in Microsoft Office suite of products.
