FLSA Status: Overtime Eligible / Non-Exempt2026 Salary Range: $61,936 - $83,245Reports To: Chief Human Resources OfficerSupervisory Responsibilities: NoRepresented by Bargaining Unit: NoJob Overview The Human Resources consultant 2 works collaboratively with the Chief Human Resources Officer to carry out a variety of routine and complex duties. Duties span across the full spectrum of human resources activities, including recruitment, benefits administration and employee relations. This position interfaces with individuals at all levels within the organization and supports the Human Resources department with day-to-day operations.Essential Job Functions & Responsibilities Provides direct project and administrative support to the Chief Human Resources Officer.Administers full cycle recruitment.Assists Chief Human Resources Officer with union negotiations and labor relation issues.Ensure consistent interpretation and application of Collective Bargaining Agreementsand Agencypolicies.Strong written and verbal communication skills to explain complex HR processes and policies clearly to both technical and non-technical audiences.Maintain confidentiality of sensitive data,documentsand files.Preparation of job announcementsandmanaging advertisements on various sources.Assures compliance with relevant state and federal employment laws and regulations.Support department-wide strategies to address performance or disciplinary issues.Maintains benefits and runs yearly open enrollment benefit program.Clearunderstanding of FMLA, PFML, and Reasonable Accommodation,with responsibility formaintainingall required documentation and records.Prepares reports and correspondence using Microsoft Office SuiteandBambooHR.Attend varied Human Resource meetings and take detailed notes.Knowledge offederal andstate labor laws.Operateswithhighstandardsof excellenceandintegrity.Provide guidance that integrates fairness, compassion,andsupportsthe Agency'sdiversity,equityand inclusion efforts.Performs other duties as assigned.Core Competencies and Job Requirements Ensuring theAgency's treatment of employees is fair, respectful, and consistent with core business values and expectations of the department.Maintaining relationships, even when the issue at hand ishighly complexand filled with strong emotions.Havinga high levelof attention to detail.Abilityto use Microsoft Office Suite productsanda variety of computer program platforms.Excellent planning and time management skills; can prioritize effectively anddemonstratefollow-throughin atimelymanner.Strong commitment to internal customer service.Creative and strategic problem solving.Excellent written and oral communication skills.Ability to work independently and as part of a team.Current Washington state driver's license and adequate motor vehicle insurance.Successfully pass a background check according to DSHS/ALTSA and agency policies.Education and Experience Bachelor's Degree in Business Administration, Human Resources Management, or related field required and a minimum of two years' experience in human resources management. Experience and responsibility for recruitment and selection, employee relations, benefits administration. Experience in public sector setting (preferred).Working Conditions This position requires an ability to perform office functions in a hybrid work model, which includes working two days per work week in a designated Agency office and the remainder of the week in a designated home office.
