Job Title: Senior HR Compliance ConsultantLocation: The Woodlands, Texas, Alpharetta, Georgia, Irving, Texas, United StatesType: Full TimeOur Client is seeking an experienced Senior HR Compliance Consultant to serve as a subject matter expert and governance leader within a complex, multi‑state organization. This role focuses on establishing enterprise HR compliance standards and risk guardrails while enabling HR and business leaders to execute compliant employment practices at the local level. This position emphasizes advisory leadership, enablement, and risk oversight—not centralized ownership of routine HR actions.Key ResponsibilitiesStrategic HR Compliance AdvisoryAct as an enterprise HR compliance expert, advising on multi‑jurisdictional employment laws and regulations.Design, maintain, and evolve HR compliance frameworks, policies, standards, and toolkits to support consistent application across a federated HR model.Partner closely with Legal and Employee Relations leadership to define risk thresholds, escalation criteria, and decision authority.Monitor regulatory developments and proactively assess enterprise impact, providing practical guidance to HR leaders.Enablement & Change ManagementEnable HR teams and leaders to execute compliant employment actions by providing:Clear guidance, job aids, templates, and decision toolsTargeted compliance training and educationCoaching on risk identification and mitigationServe as an escalation point for complex or high‑risk matters rather than a centralized decision-maker.Support change initiatives by preparing HR and leaders for regulatory, policy, or process updates and reinforcing adoption through training and coaching.Risk Oversight & Compliance AssuranceLead enterprise and targeted compliance audits in partnership with HR, Legal, Employee Relations, and Technology teams.Identify systemic risks, control gaps, and remediation actions to mitigate enterprise exposure.Provide advisory input on hiring compliance, background check adjudications, and pay transparency practices.Maintain oversight of key compliance areas, including:I‑9 and reverification processesEmployment notices and postingsState‑specific hiring and onboarding requirementsRecord retention and data privacy standardsCross‑Functional Partnership & InfluenceCollaborate with HR Operations, Talent Acquisition, Total Rewards, and Employee Relations to embed compliance into processes and systems.Support audits, investigations, and regulatory inquiries through expert consultation and documentation guidance.Promote a culture of ethical employment practices, shared accountability, and risk awareness.QualificationsRequiredBachelor’s degree in Human Resources, Business, or a related field7+ years of progressive HR compliance experience in complex, multi‑state environmentsProven ability to advise and influence leaders without direct authorityStrong expertise in regulatory interpretation, risk assessment, and governance frameworksExcellent analytical, communication, and stakeholder engagement skillsPreferredHR certifications such as SHRM‑CP, SHRM‑SCP, PHR, or SPHRExperience in matrixed or shared‑services HR modelsBackground in highly regulated industriesFamiliarity with HRIS platforms, ServiceNow, or compliance tracking tools
