Program Manager - New Construction

REPORTS TO: Vice President New Construction Surface Ship Programs SUPERVISES: Directly and Indirectly: Senior Project Managers Program Engineer Deputy Program Manager Project and Program Coordinators AUTHORITIES / RESPONSIBILITIES:Principal (single point of) contact with the customer for all issues.Manage customer relationshipReporting to customer in terms of the contractManage any Prime or Sub relationships that existConstruction of vesselsManage resources to ensure delivery in accordance with cost, schedule, quality, and safety objectives.Manage contract administration, specifications, drawings, and regulatory requirements as they apply to ship construction.Planning / SchedulingKey eventMilestonesCritical path analysisProgress paymentsEstimatingDesign and configuration managementManage design to ensure that deliverables are sufficient to support the project schedule.Manages all aspects of design, configuration management, document control, and production support.Contract change management / controlWorking level understanding of the contract performance reporting.Oversees procurement of materials and equipment.Order placement, on-time delivery from suppliers, quality assurance from suppliersAssist with identification and resolution of material and equipment issues.Classification and inspection authority relationshipProduct is built to specification and regulatory requirements.Test and evaluation programs QUALIFICATIONS / KNOWLEDGE / EXPERIENCE:4 year degree relating to engineering technologies preferred15 years of related experience and trainingProven record of military marine program managementA sound knowledge of the military marine construction industryA proven track record with experience in the marine industry in engineering / fabrication / operationProven ability to set tasks for self and othersAbility to listen to staff and customers and act appropriatelyExcellent communication skillsAbility to read, analyze, and interpret contracts, contract specifications, and major equipment specifications.Ability to check own work TOOLS: None DIRECTION EXERCISED: Full discretionary authority to assign work DISCRETION EXERCISED: Full discretionary authority to correct and discipline, recommend pay increase, transfers, promotions, discharges, and process grievances.
