Salary: This is a full-time, 12-month position at 232 days per year with a minimum annual salary of $147,950.00.
Job Summary (Primary Purpose):
As a member of the Executive Leadership Team, the Deputy Executive Director of State Priorities and Performance implements the strategic vision and direction of the center with a focus on alignment with state priorities and initiatives and on continuous improvement of performance. The Deputy Executive Director of State Priorities and Performance provides leadership and oversight of organizational development across the center by collaboratively developing systems for performance management and enhance the capacity of teams to set targets and monitor progress. The Deputy Executive Director also provides leadership to deliver the mission of the Region 13 Foundation.
Required Qualifications:
Doctorate in Educational Leadership or related field.
Three years of experience working at a state agency or the US Department of Education.
Ten years of supervisory/administrative/management experience in education, including a strong working knowledge of organizational development, strategic planning, performance management, and change management.
Thorough knowledge of federal and state regulations, compliance, and state initiatives.
Exceptions to these requirements will be considered based on exemplary skills, training, and record of success.
Preferred Qualifications:
Strategic planner and tactical analyst who can forecast program needs in a variety of service areas with a sound understanding of design, development, and implementation.
Demonstrated ability to develop, implement, and manage complex, multi-phase plans and projects.
Ability to build positive relationships, maintain visibility, and work collaboratively with stakeholders at all levels (i.e. Region 13 staff, district staff, TEA staff, vendors, etc.).
Experience incubating program innovations and scaling promising practices.
Experience with philanthropic organizations and non-profit management.
Knowledge & Skills:
Team oriented attitude and desire to work collaboratively with ESC staff, state and federal agencies, other ESCs, campus/district/charter/private (LEA) personnel.
Knowledge of organizational development strategies and practices.
Knowledge of performance management and change management and the ability to use this knowledge to lead internal and external initiatives.
Demonstrates a growth mindset, desire to self-reflect, give/receive feedback, coach others to improve performance and continuously improve.
Highly organized with excellent project management skills, including close attention to detail, ability to balance the big picture with detailed steps to reach the end goal, and the ability to deliver multiple projects under tight deadlines.
Strong organizational, communication, public relations, and interpersonal skills.
Knowledge and experience in state programs and accountability systems, grant writing, and administration.
Ability to interpret policy, procedures, and data.
Strong sense of personal accountability; takes initiative to meet ambitious goals.
Skills in project and performance management, preferably at a statewide level.
Ability to break down complex information into comprehensive parts, ask questions, synthesize and analyze.
Ability to influence others to achieve outcomes, both within and outside formal management structures.
Ability to engage, connect with, and speak to audiences of all sizes.
Evidence of leadership in team building and conflict management.
Major Job Responsibilities/Essential Functions:
Serve as a representative of Region 13, displaying courtesy, tact, consideration, and discretion in all interactions with other members of the educational community.
Assist in the implementation of the strategic vision and direction of the center with a focus on aligning programs and activities with state priorities and initiatives; inspire and motivate department staff to take action and overcome obstacles to deliver this objective.
Support teams to set priorities and monitor progress toward outcomes in support of TEA's strategic plan and in alignment with TEA's internal performance management structures.
Support refinement and alignment of center performance and project management mindset and structures, including metrics and progress tracking systems; foster broad investment across the center in performance management structures and systems.
Facilitate the development of systems and performance management routines for ESC metrics and the change management efforts to ensure they are adopted with fidelity and spread throughout the center.
Provide strategy and leadership to deliver the mission of the Region 13 Foundation.
Assist the Chief of Staff and the Executive Director in planning and communication, as needed.
Assist the Chief of Staff and the Executive Director in managing the operations of the Center, as needed.
Assist the Chief of Staff and the Executive Director in hosting Texas Education Agency supported activities, as needed.
Represent the Executive Director in meetings, when assigned, including local, regional, state, and national meetings, as needed; develop and deliver program updates at various meetings.
Serve in an advisory capacity to the Executive Director on all matters related to the operations of the Center.
Make policy recommendations regarding state priorities and for other assigned areas.
Develop and deliver presentations and trainings as needed.
Keep abreast of local, state and national policy changes or factors influencing or having potential influence on state priorities.
Explain and communicate decisions and rationale of the Executive Leadership Team with division staff in a timely manner.
Active participation in inter-departmental teams to help improve student performance in the region.
Establish and maintain a formal system of effective professional communication around state priorities and other assigned areas.
Work collaboratively with various departments for the enhancement of services delivered by the ESC
Protect the organization by consistently maintaining and managing confidentiality in accordance with center policy and procedures.
Perform other duties as assigned.
Supervisory Responsibilities:
Ensure that a comprehensive system of supervision, performance evaluation and staff development is provided for staff members in the division.
Ensure productivity and efficiency of assigned staff by providing feedback on performance, training, and development.
Interview and recommend applicants for hire who best match the requirements of the position and the culture of the Center.
Assess team and individuals' skills, identify development needs, and provide feedback and support to improve practice, build capacity, and maximize talent.
Promote professional learning and utilize effective adult learning techniques.
Budget Responsibilities:
Within scope of role, monitor program expenditures to ensure use of funds in accordance with program guidelines and center policies and procedures.
Collaborate with the Executive Director to prepare the annual budget for the Center.
Ensure center compliance with applicable federal, state, and local financial regulations.
Thoroughly review grants, contracts, and other materials related to scope of work before signature.
Working Conditions (Physical/Mental Demands & Environmental Factors):
Perform duties and responsibilities of the position with minimal supervision.
Function within the ESC's policies and procedures.
Extensive reading, data analyzation, and writing.
Lifting and carrying (up to 25 pounds).
Frequent travel in state and out of Region 13 (some national travel required).
Serve at the will of the Executive Director.
Equipment Used
General office equipment to include computer, copiers, printers, and other equipment as requirements change. Knowledge of and experience using Microsoft Office, Google, video conferencing tools, and multimedia equipment.
