The position ensures that all technology investments, contracts, systems, and services are appropriately scaled, fiscally responsible, fully implemented, and aligned with institutional priorities.Job Duties and ResponsibilitiesThis role is responsible for developing and executing a comprehensive IT strategic plan and formal IT operations management framework, including performance-based service delivery, contract governance, cybersecurity oversight, and project implementation standards. The Director works in close coordination with executive leadership to ensure technology supports institutional effectiveness, student success, and operational efficiency.Provide administrative leadership and oversight of IT Services, including infrastructure, cybersecurity, enterprise systems, institutional databases, and user support.Ensure all IT operations are guided by formal strategic planning, operational KPIs, and continuous improvement practicesLead institutional efforts to align technology investments with enrollment, instruction, student services, and administrative priorities.Develop, implement, and maintain a multi-year IT Strategic Plan and Enterprise Data Governance Framework aligned with the College's strategic priorities and institutional effectiveness framework.Establish a formal IT Operations Management Model, including defined service levels, performance metrics, and continuous improvement cycles.Present regular updates to executive leadership on IT performance, risks, and strategic initiatives.Lead all IT-related contract review, evaluation, and lifecycle management to ensure:Appropriate scale and right-sizing of licenses, services, and infrastructureAlignment with institutional need and capacityFiscal responsibility and cost containmentConduct routine contract audits and utilization reviews to prevent over-purchasing, underutilization, or redundant systems.Collaborate with Business Services to ensure all contracts meet procurement, legal, and compliance standards.Enforce a mandatory project charter model for all new IT systems, purchases, and initiatives, including:Defined scope, objectives, and success metricsImplementation timelines and responsible partiesPost-implementation evaluation and adoption metricsEnsure all purchased systems are fully implemented, operationalized, and evaluated for effectiveness.Eliminate the practice of unused or partially implemented technology solutions.Establish and monitor Key Performance Indicators (KPIs) for:Work order completion timesSystem uptime and reliabilityCustomer satisfactionResolution effectivenessDatabase performance, integrity, and availabilityServe as the College's Chief Information Security Officer (CISO), responsible for:Institutional cybersecurity strategyRisk assessment and mitigationCompliance with federal, state, and regulatory standardsImplement proactive security measures including monitoring, testing, and incident response planning.Oversee all enterprise systems including network infrastructure, cloud services, telecommunications, instructional technologies, and all institutional databases.Serve as the College's Database Administrator, responsible for:Database architecture, maintenance, performance tuning, and optimizationData integrity, validation, and quality control across systemsBackup, recovery, redundancy, and disaster recovery planning for all databasesDatabase security, access controls, and audit complianceIntegration between systems to ensure accurate and reliable data flowOversight of data storage, retention, and lifecycle managementEnsure scalability, reliability, and integration across all campus locations and instructional modalities.Develop and manage the IT budget with a focus on:Cost optimizationStrategic investmentElimination of waste and redundancySupervise, evaluate, and develop IT staff to ensure high performance and accountability.Align staffing structures with operational needs and strategic priorities.Establish clear expectations, performance standards, and professional development plans.
