Thorben Consulting is seeking a high-performing Federal Financial Systems / .NET Full-Stack Engineer to join our growing team supporting a federal Budget Formulation/execution system. This is a unique hybrid opportunity for a professional who can bridge enterprise application development with financial systems analysis, supporting mission-critical initiatives for U.S. Government and commercial clients.
This role is designed for an individual who can build and support secure, scalable web applications while also evaluating financial data flows, validating reporting outputs, improving business processes, and strengthening operational decision-making. The ideal candidate combines strong software and financial systems with systems development capability and is comfortable operating across both technical and business environments.
You will play a key role in developing and maintaining department-level final call report and budget formulation applications, supporting financial and operational reporting, improving system workflows, training, system documentation, and partnering with cross-functional stakeholders to deliver practical, high-impact solutions.
Key Responsibilities Analyze financial data, transactions, and system outputs to validate reporting accuracy and data integrity
Test financial reports, dashboards, and business applications to ensure consistency, usability, and reliable outputs
Support Financial Execution and Budget Formulation reporting and provide insight into operational and financial performance drivers
Assist with budgeting, forecasting, and variance analysis by translating system data into actionable business intelligence
Prepare standardized and ad hoc reports for leadership, stakeholders, and client-facing deliverables
Support annual End User Training and Training material updates
Support documentation updates including User Guides, OMB Circular A-11, ATO Package, POA&M/SARs, SOPs, and Agile docs
Work with the team to enhance existing ASP.NET and support SQL code for change requirements and mandates
Develop and maintain OMB-required artifacts for Major IT Investments per OMB Circular A-11 as well as IT system functional, technical, and security and compliance documentation
Evaluate and improve financial workflows, reporting structures, and internal controls
Identify and implement process improvements that increase efficiency, strengthen reporting quality, and enhance decision support
Partner with finance, operations, and technical teams to ensure system changes align with business requirements
Design, develop, test, deploy, and maintain secure, scalable full-stack web applications using Microsoft ASP.NET and Oracle SQL technologies
Build and support front-end and back-end components, including user interfaces, APIs, integrations, and core business logic
Develop and maintain connections between enterprise applications and financial or operational data sources
Troubleshoot and resolve issues across application, database, and system layers to ensure reliability, performance, and stability
Support system enhancements, modernization efforts, and production maintenance activities
Participate in requirements gathering, technical design, testing, documentation, and release support
Ensure application security, data integrity, and adherence to development best practices in regulated environments
Work closely with technical and non-technical stakeholders to gather requirements and translate business needs into system solutions
Support initiatives related to reporting automation, process standardization, system enhancements, and operational efficiency
Contribute in Agile and/or traditional project delivery environments based on client needs
Serve as a trusted resource for both technical troubleshooting and business process improvement
Qualifications Required Candidate must be a US Citizen
Public Trust security clearance or ability to obtain one
Bachelor's degree in Computer Science, Information Technology, Finance, Accounting, Business, or related field

5+ years of professional experience spanning a combination of full-stack application development, systems analysis or enterprise application support, and financial systems, ERP, or business process analysis
Strong experience developing and maintaining web applications using C#, ASP.NET, and/or ASP.NET Core
Experience working with relational databases, structured query development, and system integrations
Strong understanding of financial reporting, budgeting, forecasting, and financial data analysis
Experience supporting ERP, financial systems, or enterprise reporting environments
Advanced proficiency in Microsoft Excel and comfort working with complex data models, reconciliations, and reporting structures
Demonstrated ability to translate complex data into clear, actionable recommendations
5 years experience with IT system functional, technical, and security and compliance documentation (ATO, OMB Circular A-11, POA&M, etc.)
Ability to obtain and maintain US Public Trust Clearance
Preferred Experience with React and/or Angular
Experience with RESTful APIs / Web API, Entity Framework / ADO.NET
PL/SQL or equivalent procedural SQL experience
Database schema design, data modeling, and query optimization
Experience with SAP or similar enterprise systems
Strong business acumen with the ability to connect technical solutions to financial and operational outcomes
