The position will serve as the Vector Resources Program Manager (PM), responsible for oversight and execution of Technical, Management, and Administrative support services to the Department of Energy (DOE), Oak Ridge Office of Environmental Management (OREM). The PM will provide oversight of a Vector Resources staff of between 30 to 50 full-time, on-site personnel. The scope of services includes:
Environmental, Safety, and Health (ES&H) Support, including but not limited to:
Preparation and review of DOE and contractor ES&H, programs, plans, procedures, and reports.
ES&H assessments and evaluations.
Assisting in the development of scope statements for DOE prime contractors.
Assisting with readiness assessments, site walkthroughs, accident investigations, and other field activities.
Quality Assurance (QA) Program Assistance, including but not limited to:
Review and recommend approval of QA, Contractor Assurance System (CAS), and Integrated Safety Management System (ISMS) program descriptions and support documentation for nuclear and nonnuclear facilities.
Act as the QA/CAS/ISMS OREM liaison to OREM prime contractors.
Provide assessments coordination for QA audits, readiness activities, ISMS verification and reverification assessments.
Key Responsibilities:
Oversight of Vector Resources staff and any subcontractor staff, including but not limited to the following disciplines:
Nuclear Safety
Nuclear Criticality
Industrial Health and Safety
Engineering
Environmental Science
QA
Waste Management
Nuclear Packaging and Transportation
Graphics, Multimedia, and Records
Serve as Vector Resources' authorized supervisor for technical and administrative contract performance and execution.
Receive and execute, on behalf of Vector Resources, technical direction from DOE.
Develop work and staff plans.
Develop and provide written monthly status reports to DOE.
Qualifications:
Bachelor of Science in Engineering or related field.
Minimum 5 years' experience in Project Management and DOE business management systems.
Minimum 5 years' experience in government contract management in accordance with the Federal Acquisition Regulation.
Experience working at DOE sites in Oak Ridge, TN is a plus
Active DOE Q is a plus
Experience overseeing large, technical support contracts is a plus.
