Capital Project Manager Location: Sinclair, Wy Description:Develop and execute capital projects that meet the needs of the refinery in a safe, on-budget, and on-time manner.General ExpectationsAssure that all assigned capital projects have integrated teams to fulfill project process requirements and achieve business objectivesParticipate in capital project team meetingsParticipate in other site teams as requested by site managementComplete other assignments as assigned by managerSafetyLead by example by prioritizing safety in execution and responding strongly to incidents or near missesDeliver project performance aligned with refinery expectations regarding safety and environmental requirementsFollow corporate and site MOC requirementsTrack personal CAPA assignments to completionParticipate in refinery safety audit program as outlined annuallyQualityUtilize the company Project Identification Planning and Execution (PIPE) process to properly develop and execute assigned capital projectsImplement EPs in all capital design and executionUse the PIPE process to limit scope growth in assigned projectsUse the PIPE process to drive project cost and scheduleComplete project lookbacks on 100% of executed capital projects and share lessons learnedComplete project design with IFCs prior to field workUse a Cost Tracker and review with Manager, Capital Projects throughout the project lifecycleProduction and ReliabilityParticipate in Turnaround Integration plans as set forth by managementEnsure project team integration at the site levelConduct SECORMA reviews and implement refinery needs in all capital projects to meet expectations for:SafeEnvironmental complianceConstructabilityOperabilityReliabilityMaintainabilityAd-hoc needsCommunicate project status with the site and incorporate refinery input into project designParticipate in all site Turnaround requirements, including:IFA/IFC deadlines and requirementsConstructability reviews with Turnaround, contractors, and operations as neededProvide project support for capital projects executed during TurnaroundParticipate in Turnaround planning including detailed schedule reviews Maintenance Productivity and CostLearn and update all project reporting requirements, including project updates and cost controlsLeverage current methods for engineering, estimating, design, and construction to deliver assigned projects on time and on budgetMeet refinery and capital projects expectations for cost, schedule, and qualityDevelop budgets for assigned capital projectsCompetitively bid all capital work; minimize use of bid waiversPeople Development & CultureTake ownership of assigned projects from FEL 2 through MOC closure, following all corporate and site requirementsAssess training needs and coordinate with manager to increase knowledge of capital project execution, estimating, and industry technologies; share learningsExpected ResultsZero personal safety incidentsZero scope deviations greater than 10% or $100k past Gate 3No supplemental AFEs (all projects completed within +/- range set at Gate 3)No overdue CAPA itemsComplete projects within established timelines outlined at Gate 3
