Senior Special Operations Analyst (SOA)Digital Consultants seeks a Senior Special Operations Analyst (SOA) to serve as a Subject Matter Expert (SME) supporting USSOCOM J8-S in delivering analytic and technical support for Special Operations Forces (SOF) force structure, planning, and programming. This role focuses on applying Joint Mission Analysis (JMA), SOF analytic tools, and strategic planning guidance to assess force capabilities, develop Concepts of Operations (CONOPS), and inform Program Objective Memorandum (POM) decisions. Duties to include: The Senior Special Operations Analysts are considered Subject Matter Experts (SME) in their designated specialty and will apply their experience and training to all tasks assigned. Maintain Subject Matter Expertise of Global and Regional Plans and the USSOCOM Campaign Plan for Global Special Operations (CPGSO) as these documents may be relevant to Concept of Operations (CONOP) development for the Defense Planning Scenarios. Conduct, participate, or support analysis as required for JCIDS and SOFCIDS as defined in SOCOM Directive 71-4, using JMA data, data from other approved databases, models, and other analytic tools to determine how the procurement of the item would address capability gaps, increase effectiveness, or increase efficiency. Provide JMA data to support studies, analyses, and the development of other models, war games, and simulations that are critical to the execution of command activities. Develop, coordinate and maintain Analysis Plan for JMA ensuring SOF Force Elements have been identified and accurately portrayed to allow consistent application within the JMA database to Defense Planning Scenarios (DPS). Apply the Strategic Programming Guidance (SPG) and the DPG into analysis that can be used to assess special operations force design and force planning. Utilize the Special Operations Forces Analysis and Modeling System (SOFAMS) suite of software products to support the POM development cycle. Interpret SOF adaptations and the SOF portion of OSD Planning Scenarios into tactical level Concepts of Operations (CONOPS) to analyze required special operations force structure and perform the following: Support Government generation of requirements for SOF using the latest J5 SOF Operating Concept. Enter CONOPS into the JMA database to track SOF requirements. Maintain Quality Control of user-entered data inside the JMA database. Provide a Risk-Constrained Force Structure using SOF Capabilities-Based Risk Assessment Allocation Tool (SCRAAM). This tool provides a methodical progression to constrain the force that illustrates the risk within a particular force structure. Work with Government and contract Operations Research/Systems Analysis (ORSA) to develop analytical products derived from the JMA database, including special operations force structure analysis assessing the capability and capacity of force elements (units and platforms across the spectrum of USSOCOM programs of record) to accomplish specified missions for DPS, using planning factors, rules and assumptions to provide: An evaluation of the capability and capacity of the force required to execute the NDS (Objective Force), and the supporting analytic data. Generate strategy-to-task relationships from strategic-level documents to correctly portray global SOF operations and emerging requirements. Conduct force structure "excursions" using both qualitative and quantitative techniques to assess risk and to articulate the adequacy of a particular force structure. Analyze various fiscally constrained resource files against specific requirements sets to highlight the sufficiency/risks of a force structure. Requirements: Clearance: Top Secret Clearance desired, but must possess a current DoD Secret clearance and be upgradable to Top Secret within 4 months, and be eligible for SCI access and ACCM read-on. Education: HS Diploma, Bachelor's degree is preferred but not required. Experience: 10 years of uniformed military experience with 5 years assigned in a Special Operations Unit, providing functional area expertise in one of the following areas: Rotary Wing Aviation Fixed Wing Aviation or Special Tactics Army Special Forces or Ranger Naval Special Warfare National Missions (Option) MISO/Cyber/Civil Affairs (Option) Intel 3 years of experience (can be concurrent with the 10 years above) in deliberate planning or demonstrated expertise in joint planning is desired as SOF CONOP development is required. Deep understanding of Special Operations Forces structure, missions, and planning processes Experience with Joint Mission Analysis (JMA), SOFAMS, SCRAAM, or similar analytic tools Ability to translate strategic guidance into operational CONOPS and force structure requirements Strong analytical capability in both qualitative and quantitative assessments Experience supporting force planning, modeling, wargaming, or defense analysis efforts Ability to work with databases, models, and simulations to inform decision-making Strong written and verbal communication skills supporting senior leadership briefings Physical Requirements: The candidate must be able to travel to other worksites as required and with or without reasonable accommodation, be able to sit, stand, use computers and monitors, and perform duties in an office environment for extended periods. The candidate must be able to lift up to 40 lbs. on occasion (e.g., moving a case of paper or similar task) that may occur occasionally.
