Orange County Utilities provides water resources and solid waste recovery services to protect and enrich the lives of the citizens and guests of Orange County Florida. The Solid Waste Division oversees the contract for curbside collection of garbage, yard waste, and recyclable materials for over 235,000 homes in Orange County, and the operation and maintenance of the Orange County Landfill, two transfer stations, and recycling processing operations. The landfill is the largest publicly owned and operated landfill in the state of Florida. The Solid Waste Division is seeking a highly qualified individual to fill the position of ¿Utilities Services Coordinator¿. The Utilities Services Coordinator will be responsible for supervising the Sourcing team, which handles the division¿s procurement activities. The Coordinator will also monitor division financials and assist in the development of the operating budget. Job Description General Functions Performs advanced administrative work in the supervision of one or more units in the Utility. This is advanced professional administrative work dealing with Utility programs governed by County ordinances and resolutions and has extensive supervisory duties. The employee must exercise independent judgment and initiative in accomplishing job responsibilities. Work is performed under the general supervision of an assigned supervisor. Representative Duties/Assignments: Assists manager and assigned areas with budget preparation, including analyzing Division financial information to make recommendations and decisions. Performs complex financial calculations in evaluating proposals. Coordinating and prepares a variety of divisional spreadsheets and financial reports. Assists in developing financial processes and procedures for the Division. Coordinates with Solid Waste sections in preparing bid documents, proposals and specifications for the Procurement Division. Assists in monitoring compliance with regulatory submission deadlines. Oversees the development/training of assigned staff, and complete the contract, financial, and program tracking. Review/process monthly utility services invoices, create, approve, review purchase requisitions and change orders. Performs supervisory duties of Division Sourcing Coordinators and cover any Sourcing Coordinator staff shortages as needed. Completes daily checks on Kronos system for accuracy of input of Sourcing Coordinators. Plans and monitors vacation requests, attendance, and tardiness occurrences. All Solid Waste Management Division staff are considered essential personnel and may be required to support emergency operations (e.g., support solid waste operations before and after hurricanes). May be called on to perform other duties as required. Minimum Qualifications Graduation from an accredited college or university with a Bachelor's degree in Business Administration, Finance, Accounting or a closely related field and three (3) years of experience in finance, accounting, contract administration, data and information management, or a closely related field; or an equivalent combination of education, training, and experience. Must possess and maintain a valid Florida driver's license. Preferences Working knowledge of Advantage (or other similar financial systems), MAXIMO Working knowledge of purchasing, contract administration, and procurement card procedures. Supervisory experience to include training/development of staff and program tracking.
