Oracle Discoverer 11g to Power BI Report Server MigrationOracle EBS 12.2.12 Reporting Modernization (On-Premises, Air-Gapped Network)Program Summary:We are replacing Oracle Discoverer 11g with Power BI Report Server (PBIRS) on-premises, backed by SQL Server (on a separate physical or virtual server from Oracle EBS), to deliver both operational reporting (transactional, real-time, or near-real-time against Oracle EBS data in Oracle DB 19c) and analytical reporting (dimensional/OLAP against a SQL Server data warehouse, and potentially a data lake).Key environmental constraints:Oracle EBS 12.2.12 is the source system. In-scope modules: GL, AP, Cash Management, AR, Projects (Costing & Billing), Purchasing, Inventory, BOM, WIP, Discrete/Project Manufacturing, Quality, EAM, Order Management, Shipping.The solution must be 100% on premises, behind a corporate firewall, with no internet access. Power BI Service (cloud), Fabric, Azure Data Factory, and Power Automate cloud are desirable but not the primary need.Power BI Report Server is not Power BI Service. Candidates must know PBIRS specifically.The solution must replicate Discoverer's current capabilities: End User Layer (semantic model), row-level security integrated with EBS responsibilities, auditing, administration, and scheduled delivery.Role - Solution Architect / Program LeadPurpose:Own the end-to-end design, planning, and delivery of the Discoverer-to-PBIRS migration. Translate business reporting requirements into a phased architecture, estimate cost and effort, manage risk, and ensure the solution is auditable, secure, scalable, and sustainable after handoff.Key ResponsibilitiesProduce the target-state architecture covering direct-query operational reporting against Oracle EBS; a SQL Server-based dimensional warehouse for analytical reporting; an optional data-lake tier; PBIRS as the delivery layer; and the security, auditing, and scheduling services wrapped around it.Break the program into phases/milestones with entry-exit criteria, dependencies, and risk register. Typical expected phases:1. Discovery & Inventory2. Stand-up infrastructure3. Data Architecture & ETL4. Report Migration5. Security & Audit6. Cutover & Decommission of Discoverer.Build and maintain the cost modelMake and document the key architectural decisions:Import vs DirectQuery vs Composite modelsDefine the security model that mirrors Oracle EBS responsibilitiesDefine auditing requirements: who ran what report, when, against what data; retentionRun architecture review board meetingsHand off architecture documents and operational procedures to internal staff.Required Qualifications10+ years in enterprise BI / data platform architecture, with at least two full-lifecycle implementations of a Microsoft BI stackDocumented experience reporting on or integrating with Oracle ERP systems (E-Business Suite R12 or Oracle Fusion)Hands-on knowledge of Power BI Report Server. Able to speak to its refresh, licensing, limits, and feature gaps vs the cloud service.Demonstrated experience designing solutions for high-security environments (defense, finance, utilities, healthcare, critical infrastructure).Strong cost-estimation and phased-delivery planning track record; able to produce a budget and timeline.Ability to communicate well with both business leaders and hands-on technical staff effectively.Preferred QualificationsExperience replacing Oracle Discoverer, OBIEE, Cognos, BusinessObjects, or MicroStrategy with the Microsoft stack.Deliverables Expected from This RoleCurrent-state assessment document.Target-state architecture document (logical + physical).Phased roadmap with milestones, dependencies, and exit criteria.Total cost of ownership model (3-year).Risk register and mitigation plan.Security, audit, and workflow design documents.Decommission plan for Oracle Discoverer. Compensation: $65/hr to $70/hr. Exact compensation may vary based on several factors, including skills, experience, and education.
