IT Human Capital Management Administrator II
DESCRIPTION OF WORK:
Hiring Range = $88,000 - $120,000 Annually
The Information Systems Division (ISD) is a service-based, nonpartisan division of the Legislative Services Office of the North Carolina General Assembly (NCGA). ISD is responsible for providing the legislators and legislative staff of the NCGA with the technology infrastructure, applications, and product services required to support the business and legislative needs of the General Assembly.
ISD is seeking an organized, self-motivated, and detail-oriented individual to join the Human Capital Management (HCM) administration team. In this position, the employee provides technical administration and support for the following HCM functional areas: Human Resources, Payroll, Time and Absence, Recruiting. This role will collaborate closely with their counterpart in Human Recourses and Financial Services to ensure data integrity across functional areas and will work with users to understand their business processes, provide solutions based on product and drive adoption of modern best practices processes.
Examples of Duties:
Work within an Oracle Cloud HCM environment
Partner with application developers for requirements analysis, solution design, development and testing for reports, interfaces, integrations, extensions, and data migrations
Drive the resolution and troubleshooting of issues for post-production support
Follow configuration and development guidelines and standards as directed
Perform system-wide setups and configurations to meet Human Resources, Payroll, and Time & Labor requirements, including, but not limited to, HR approval rules, worklist notifications, value sets, rule sets, elements, payroll flows, etc.
Develop new and maintain existing fast formulas in accordance with requirements
As requested, coordinate with HRIS resources, and partake in testing activities for system-wide updates, upgrades and patches, and document results
Assist during data conversions and integrations, as needed
Perform HCM Data Loader and HCM Spreadsheet Data Loader tasks for various business objects, as needed
Develop new and maintain existing HCM Extracts, as needed
Develop new and maintain existing PBL Transformation Formulas, as needed
Always consult with users as to the impact of technology changes
Performs other duties as assigned
KNOWLEDGE, SKILLS, AND ABILITIES/COMPETENCIES:
Working knowledge of:
Cloud-based Human Capital Management systems
Relational Databases (e.g., Microsoft SQL Server)
Source Control Management (e.g., Git)
Issue tracking systems (e.g., Bugzilla, Jira)
Microsoft Windows (server and desktop)
Microsoft Office 365
Ability to work independently and in a team environment
Ability to present information clearly and concisely, both orally and in writing
Ability to maintain composure and work cooperatively with legislators, legislative staff, colleagues, and the public on a daily basis
MANAGEMENT PREFERS:
Strong desire to learn new technologies and tools
Experience in using Microsoft Excel, Access
Detail-oriented work ethic
Highly self-motivated and proactive
Oracle Cloud HCM experience in at least one of these modules: HR, Payroll, Time & Labor, Recruiting
2 years of experience with HCM Data Loader, HCM Extracts, Fast Formulas, OTBI Reporting, BI Publisher, and Workflows
MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS:
Bachelor’s degree in information technology, computer science, or related field of study from an accredited institution and at least one year of progressive experience in computer programming; or
Bachelor’s degree from an accredited institution and at least three years of progressive experience in computer programming; or
An equivalent combination of education and experience.
