Works on own responsibility, with relative freedom from technical supervision in selecting the proper methods and procedures for carrying assignments through to completion and is relied upon for scientific soundness of conclusions. Completed work is given a general review for compliance with pertinent criteria and effectiveness of the results achieved.DutiesLead and manage environmental investigation and remediation projects, including planning, coordinating, and executing studies of soil, groundwater, and surface contamination under CERCLA, RCRA, CWA, FUDS, IRP, MMRP, and EQ programs.Develop and oversee procedures for field sampling, instrumentation installation, testing, and contaminant characterization; interpret data to predict contaminant movement and evaluate environmental impacts.Conduct site surveys and assessments to identify potential hazards, recommend interim measures, and ensure immediate protection of human health and the environment.Prepare feasibility studies and remedial action plans by evaluating alternative remediation strategies for environmental and cost effectiveness, coordinating with state and federal regulatory agencies for approvals.Plan and execute environmental conditions surveys for military installations and real estate actions, including assessments of asbestos, PCBs, radon, groundwater, and soil contamination; prepare Environmental Assessments and Baseline Studies.Oversee the Underground Storage Tank Program and wastewater/industrial treatment systems, ensuring compliance, risk assessment, groundwater monitoring, and design improvements for cost-effective and regulatory-compliant solutions.Ensure environmental, geotechnical, and construction data are incorporated into project plans and specifications; supervise and guide engineers, geologists, and technicians; conduct field inspections and provide expert technical guidance to resolve design and construction challenges.Other Conditions and RequirementsThis is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD, Section 9905 to recruit and appoint qualified candidates to positions in the competitive service.Minimum Education RequirementGeology: Bachelor's degree (or higher) in geology, plus 20 additional semester hours in any combination of mathematics, physics, chemistry, biological science, structural, chemical, civil, mining or petroleum engineering, computer science, planetary geology, comparative planetology, geophysics, meteorology, hydrology, oceanography, physical geography, marine geology, and cartography.
