Engagement TypeContract Short DescriptionThe IT Procurement Analyst Complete DescriptionIT Procurement Analyst - Richmond, VA (Hybrid Onsite)Location: Richmond, VA Schedule: Hybrid - Onsite once perweek and for required meetingsPosition OverviewThe IT Procurement Analyst supports the Procurement andFinance teams by managing statewide technology procurements in compliance withVITA, VDOT, and Commonwealth policies. This role requires strong analyticalskills, deep knowledge of procurement methods—including IFBs and RFPs—and theability to operate effectively in a fast‑paced environment. The ideal candidateis a self‑starter who can guide internal stakeholders, negotiate with vendors,and ensure that all procurements deliver best value to the Commonwealth.Key ResponsibilitiesProcurement & Contract Management- Analyzerequisitions for goods and services—including hardware, software, and ITservices—and procure them in accordance with state policies andprocedures.- Manageformal procurement processes, including Invitations for Bid (IFBs) andRequests for Proposal (RFPs), ensuring compliance with all applicable lawsand regulations.- Developprocurement strategies, recommend contract vehicles, and identifyalternative sourcing options.- Develop,manage, and maintain a variety of contractual agreements, including termcontracts for professional and non‑professional services.- Negotiatecontract terms, conditions, and language changes in coordination with legalAnalyst and legal Counsel.- Ensurecompliance with the Governor’s initiative for DSBSD‑certified Micro/SmallBusiness participation.Stakeholder & Vendor Engagement- Serveas liaison between vendors, VITA, and internal business users.- Provideguidance on procurement methods—including IFBs, RFPs, RFIs, SOWs,cooperative procurements, and sole‑source justifications.- Offerupdates on procurement status and advise stakeholders on productavailability, vendor performance, pricing, cooperative contracts, andsourcing alternatives.- Supportend users by answering process‑related questions and assisting with properprocurement procedures.Technical & Analytical Support- Evaluatehighly technical IT procurements and collaborate with subject matterexperts, legal counsel, and external partners.- Applystate and local procurement laws, regulations, and best practices to allpurchasing activities.- Demonstratestewardship of Commonwealth resources and adherence to all applicable lawsand policies.Required Qualifications- Experiencemanaging procurement activities within a state or local governmentenvironment.- Strongunderstanding of VITA policies, IT procurement processes, and technology‑relatedcontracts (licenses, maintenance agreements, etc.).- Experiencewith procurement methods such as IFBs, RFPs, RFIs, SOWs, joint cooperativeand sole‑source procurements.- Excellentwritten and verbal communication skills, with the ability to analyzecomplex information and present clear recommendations.- Strongcustomer service orientation and ability to work collaboratively in a teamenvironment.- Certificationas Virginia Contracting Associate (VCA) or Virginia Contracting Officer(VCO).- Workingknowledge of Commonwealth Cardinal and eVA procurement systems(preferred).Ideal Candidate Traits- Highlymotivated and proactive- Stronganalytical and problem‑solving skills- Skilledin managing formal competitive procurements (IFBs/RFPs)- Comfortablenavigating fast‑paced, high‑volume procurement environments- Strongnegotiation skills with a focus on achieving best valueRequired/Desired Skills Skill Required/Desired Amount of Experience Ability to learn and apply Commonwealth of Virginia, VITA, and VDOT procurement rules and tools. Required Familiarity with Commonwealth contracting laws and state regulations Required Word, Excel, PowerPoint required for documentation, reporting, and analysis. Required Multitasking and task management: Ability to plan, organize, and manage multiple procurement tasks simultaneously. Required Supplier and contract management: Managing vendor relationships, monitoring contract performance, and supporting negotiations.
