Deputy Executive Officer, Project ManagementLos Angeles County Metropolitan Transportation Authority (Metro)Job SummaryThe Deputy Executive Officer, Project Management plans, directs, and manages diverse teams and major projects within Metro, including large-scale capital projects and other complex programs. This role provides executive-level leadership to ensure projects are delivered on time, within budget, and in compliance with Metro standards and regulatory requirements.Key ResponsibilitiesPlan, direct, and manage major capital projects and programs from design through construction and completionLead and oversee the performance of staff, consultants, and contractors to ensure successful project deliveryEstablish and monitor short- and long-range project goals, budgets, schedules, and delivery strategiesDirect third-party coordination, stakeholder engagement, and public affairs activities related to project deliveryEnsure all project design and construction activities meet Metro’s operations, maintenance, quality, and safety standardsOversee contracts, including consultant and construction contracts, ensuring compliance with agency and project objectivesManage operating and capital budgets in alignment with agency-wide fiscal responsibilityRepresent Metro at meetings, conferences, public events, and before regulatory agencies and governing bodiesPrepare and present reports to executive leadership, the Board of Directors, and external stakeholdersDevelop, implement, and enforce project policies, procedures, safety standards, and controlsEnsure compliance with applicable federal, state, and local laws, regulations, and Metro policiesSupervise, mentor, train, and evaluate assigned staff and support succession planning effortsProvide technical leadership through the review of studies, analyses, and engineering deliverablesCommunicate and reinforce Metro’s safety vision, policies, and accountability standardsRequired Knowledge, Skills, and AbilitiesExpertise in rail transit engineering, design, construction, operations, and maintenanceStrong background in large-scale capital project and program managementKnowledge of governmental contracting policies, public administration practices, and regulatory requirementsAbility to manage complex budgets, schedules, and multidisciplinary teamsStrong leadership, decision-making, negotiation, and problem-solving skillsExcellent written and verbal communication skills, including executive-level presentationsAbility to analyze complex data, evaluate risks, and recommend effective solutionsAbility to represent the agency professionally with public officials, boards, and external partnersMinimum QualificationsEducation:Bachelor’s degree in Engineering or a related field (Master’s degree preferred)Experience:Five years of senior-level management experience in the design and/or construction of major capital projects, including extensive experience managing mass transit projectsCertifications (Preferred):California Professional Engineer (PE) licenseConstruction Management and/or Project Management certificationAdditional InformationThis is an at-will executive classification. The position requires the ability to travel to offsite locations as needed and to work in a typical office environment with regular computer use.
