We are seeking an experienced Craft Workforce Planning & Mobilization Lead to support a major pharmaceutical construction project.1.0 PURPOSEThis role provides external workforce planning and mobilization support, partnering with the General Contractor (GC) firms, subcontractors, unions and non-union entities to develop, baseline, and track craft labor demand across the construction schedule and project priorities.While the GC retains primary responsibility for execution and workforce delivery, this role serves as an independent support function, working alongside the GC to:Provide objective insight into workforce planning.Identify risks and improvement opportunities.Ensure alignment between workforce strategy and overall project objectives.The position plays a critical role in translating project plans into effective workforce ramp up and ramp down strategies, ensuring the right resources are in place at the right time.The successful candidate will work closely with construction leadership and GCs to maintain workforce continuity, proactively address constraints, and support efficient project execution withinthe context of U.S. labor environments.The role reports to the Construction Director.2.0 ACCOUNTABILITIESAligning workforce levels on site to match planned demand and construction schedule requirements.Maintain accurate and reliable workforce forecasts, including ramp-up and demobilization planning.Providing clear visibility of workforce data, trends, and risks for project leadership.Drive alignment between GC execution and client/project workforce expectations.Proactively identifying and mitigating workforce gaps or constraints.Leading on site coordination of union and non‐union craft labor.Report objective workforce insights, risks and recommendations to project leadership.3.0 RESPONSIBILITIESDevelop and maintain weekly workforce ramp-up and ramp-down plans by trade, contractor, and work area aligned to construction schedules and project phasing and report monthly to project leadership.Track and report planned vs actual workforce levels, maintaining clear visibility of headcount, trade mix, and contractor distribution.Track craft labor mobilization post hire to assess any site or working condition concerns and address them promptly.Review exit and retention trends and address issues proactively.Analyze workforce utilization and recommend adjustments to optimize efficiency and allocation across work fronts.Reinforce expectations on workforce quality requirements (e.g., identify new site requirement of welder testing).Partner with construction and subcontractors to ensure labor supply meets evolving project demand.Review GC workforce plans and assumptions, providing constructive insights and alternative approaches where needed.Monitor workforce trends and identify risks related to availability, productivity, or site constraints, implementing practical mitigation actions.Highlight emerging issues in GC workforce execution that may impact schedule or budget.Liaise with GC / union and non-union labor environments, ensuring workforce continuity while navigating differing labor structures.Maintain workforce data, dashboards, and reporting to provide clear, timely insights to project leadership.Support alignment with U.S. labor frameworks and site requirements through effective planning and coordination (excluding labor relations).Maintain overview of union and non-union craft labor by trade, shift, and employer.Liaise with union hall dispatches, job calls, recalls, and workforce adjustments.Attend labor coordination meetings.4.0 COMPETENCIES8+ years’ experience in construction workforce planning or project controls.Strong knowledge of construction craft roles and site workforce dynamics.Proven experience supporting large-scale construction or industrial projects.Expertise in workforce forecasting, ramp planning, and data analysis.Hands-on collaboration with site, construction, and contractor teams.Knowledge of U.S. union and non-union labor environments.Strong analytical, organizational, and commercial mindset focused on efficiency and cost control.Strong communication skills with the ability to translate complex workforce data into clear insights and recommendations for leadership review.
