This position will supervise and coordinate the daily operations of the Permitting Unit within the Construction Codes and Licensing Division (CCLD) of the Department of Labor and Industry. The Office Services Supervisor 1 provides leadership, direction, and oversight to staff responsible for processing permit applications, supporting plan review activities, and ensuring timely, accurate, and customer-focused service delivery. This role ensures that permitting workflows, administrative processes, and operational practices align with division standards, statutory requirements, and agency objectives.
Minimum Qualifications
One year of supervisory experience*, OR
Two years of lead work experience*.
Demonstrated leadership experience sufficient to effectively supervise and direct the work of assigned staff. Demonstrated leadership should include the following:
Coaching, mentoring, and/or developing staff while building relationships.
Leading teams to meet the organization's expectations for productivity, quality, or goal accomplishment.
Demonstrated leadership experience may include any of the following:
Experience as a supervisor, team lead, lead worker
Completion of a State leadership development program, such as Emerging Leaders Institute (ELI) or Senior Leadership Institute (SLI)
Completion of a similar or equivalent leadership development program through another organization
A paid or unpaid position leading a program or chairing a committee, such as an Employee Resource Group (ERG). This experience must also include:
1+ years of identifying issues, goals, and strategic actions

Ability to communicate effectively with individuals with a wide range of backgrounds, who do not share your same culture, ethnicity, language, or other common experiences.
Preferred Qualifications
Knowledge in accounting, financial and human resource management and ability to estimate financial and human operating needs for the business unit when required.
Knowledge of state government policies and procedures, employment laws and rules, state organization and employee bargaining agreements, contracts and plans and Minnesota Data Practices Act.
Knowledge of computer systems programs, database management and software implementation to participate in the development of CCLD's capacity for technological advancement and integration of related programs (Microsoft products, SWIFT, iMS, electronic mail, etc.).
Human relations and leadership skills to recruit, hire, train and direct staff.
Language skills other than English (such as Somali, Spanish, Hmong, Karen or ASL).
