This initiative brings together state leadership, healthcare providers, and community organizations to design and implement solutions that reflect local needs while advancing a shared, statewide vision for better health outcomes.This role ensures financial integrity and accountability across a landmark statewide investment in rural health.About the Role The RHTP Accountant plays a central role within the Finance department, supporting complex accounting operations tied to federal, state, and departmental funding. This position is responsible for ensuring compliance with federal grant accounting standards while providing oversight, reconciliation, and reporting across multiple funding streams.Working closely with Program Directors and internal stakeholders, the Accountant translates complex financial data into clear, actionable insights that support decision-making and program success. This role goes beyond transactional accounting, serving as a trusted advisor to program areas by helping them understand financial performance, grant requirements, and allowable expenditures.This is a highly visible role requiring strong analytical thinking, attention to detail, and the ability to operate independently. The Accountant contributes directly to financial integrity, risk management, and the overall success of public health initiatives across Indiana.What You'll Do Financial Reporting & Analysis Ensure accurate, timely, and meaningful financial reporting across funding sources.Prepare monthly appropriation reports for state, departmental, and federal fundsReview reports for accuracy, completeness, and compliance with allowable expense guidelinesConduct reconciliations to support risk management and financial transparencyPerform analytical reviews of financial data to identify trends, issues, and opportunitiesTranslate financial reports and formulas into clear, consumable narratives for non-financial stakeholdersGrant Accounting & Compliance Maintain compliance with federal grant requirements while supporting program success.Apply federal grant accounting principles and ensure adherence to reporting requirementsCompare grant requirements, Notices of Award, and financial obligations to ensure alignmentSupport program areas in understanding grant spending, timelines, and restrictionsRespond to federal, program, and management inquiries related to assigned fundingParticipate in comprehensive financial reviews to ensure proper use of fundsProgram Partnership & Stakeholder Support Serve as a strategic financial partner to program leadership.Act as the primary financial contact for Program Directors and ManagersMeet regularly with program teams to review financial status and validate funding usageProvide guidance and recommendations to support program goals and financial complianceCommunicate complex financial information clearly across all levels of the organizationOperational Accounting & Controls Support day-to-day financial operations with accuracy and accountability.Process journal entries including indirect costs, expense transfers, and correctionsEnsure accurate chart field entries for requisitions and purchase ordersProvide fiscal approval for financial transactions across assigned funds and departmentsReconcile purchase orders and support project closeout activitiesAssist in developing and documenting finance procedures to improve efficiency and consistencyWhat You Bring Skill Required / Desired Years of Experience Knowledge of Generally Accepted Accounting Principles (GAAP) Required Knowledge of Generally Accepted Auditing Standards (GAAS) Required Knowledge of governmental accounting practices Required Knowledge of federal budgeting and fiscal policies Required Experience supporting grant-funded programs and financial oversight Required Proficiency with financial systems (including Encompass modules or similar) Required Ability to interpret and communicate complex financial data Required Strong written and verbal communication skills Required Ability to build relationships and work collaboratively across teams Required Strong problem-solving and analytical skills Required Ability to research issues and recommend effective solutions Required Experience developing financial procedures and process improvements Required Work Environment & Travel Hybrid role based in downtown Indianapolis (IDOH office)Expected schedule: 3 days onsite, 2 days remoteStandard workweek: 37.5 hoursSome flexibility in remote work may be considered based on performance and role ownershipRegular interaction with program teams, leadership, and external stakeholdersWhy This Role Matters This role ensures that critical public health funding is managed with precision, accountability, and insight.
