Construction Site Inspector (Utilities/Stormwater)
NOVA Engineering & Environmental is hiring a Construction Site Inspector to support municipal utilities projects in the Naples, FL area. This role focuses on site development inspections, including underground utilities, grading, drainage, and stormwater infrastructure, ensuring compliance with municipal standards, plans, and specifications.
Responsibilities
Perform field inspections of site development and infrastructure construction, including underground utilities (water, sewer, storm systems), stormwater systems (structures, piping, retention/detention), and grading/earthwork/drainage improvements
Monitor contractor activities to ensure compliance with approved plans, permits, and municipal standards
Inspect trenching operations, utility installations, and backfill to ensure proper safety, compaction, and installation practices
Conduct and/or observe compaction testing and field density testing
Read and interpret civil/site construction drawings, grading plans, and utility profiles
Verify line/grade, elevations, slopes, and drainage flow patterns in the field
Maintain detailed daily reports, inspection logs, and photographic documentation
Utilize GPS equipment and field technology to collect and verify location data
Review as-builts and record drawings for accuracy and completeness
Coordinate with contractors, engineers, and municipal staff to resolve field issues
Perform final inspections and punch list verification for project closeout
Support enforcement of erosion control and stormwater compliance measures
Requirements
1–3+ years of construction or site inspection experience, preferably in site development, underground utilities, or grading and drainage infrastructure
Ability to read civil/site plans and drawings
Comfortable working on active construction sites
Strong documentation and communication skills
Valid driver’s license
Preferred
Experience with municipal/public works inspection (city or county projects)
Knowledge of stormwater systems, erosion control, and drainage design
Experience with compaction testing, field density testing, or related inspection tools
Familiarity with Florida Department of Environmental Protection (FDEP) or local stormwater regulations
Certifications such as: FDOT CTQP (Soils, Asphalt, or Concrete), Erosion & Sediment Control certifications (FDEP or equivalent), ICC Soils (or other relevant inspection credentials)
