Financial Planning & Analysis Specialist

Essential Duties & Responsibilities Maintain EAC tracking system to forecast contract burn rate and inform cost-related decision making. Conduct monthly financial reviews with contract and government leadership, presenting status updates on contract performance and future cost projections. Develop and maintain ROM cost estimates for on-premises hosting, cloud services, and customer onboarding using cost calculators and vendor pricing. Support procurement processes including annual planning, Preliminary Design Review (PDR), and Critical Design Review (CDR) coordination. Prepare and coordinate procurement documentation including checklists, requirements traceability matrices, and design review materials. Review subcontractor invoices for accuracy and review CCS invoices prior to government submission. Manage overtime approval processes, routing requests through workflow systems and documenting actual hours worked. Support surge project proposals by providing cost analysis and maintain separate tracking for approved surge work within the EAC system. Complete assigned sections of contract reporting requirements including Monthly Status Reports (MSR) and Contract Operations Monthly Reports (COMR). Develop and maintain annual spend plans, updating based on approved cost estimates and procurement cycle progress. Perform software license management duties including preparing annual Software License Inventory Reports and ad hoc reporting software purchase and usage. Collaborate with technical teams to gather requirements, validate cost estimates, and support financial analysis for procurement actions.EducationEducation, Certification & Experience: Bachelor's Degree in Business Administration, Finance, Accounting or related fieldCertifications Active Secret Clearance required.Experience 7+ years of experience in government contract finance, IT program financial management, or procurement support. Demonstrated experience with EAC analysis, cost forecasting, and financial tracking systems. Experience supporting procurement processes and preparing cost estimates.Knowledge Contract financial management including EAC analysis, invoice processing, and cost variance analysis. Government procurement processes including design reviews (PDR/CDR) and procurement documentation requirements.Skills Advanced Excel proficiency including financial modeling, pivot tables, macros, and complex formulas for cost tracking and analysis. Analytical and quantitative skills to interpret complex financial data and develop actionable insights.Abilities Problem-solving capacity to identify cost variances, analyze root causes, and recommend corrective actions.
