Program Manager
Overview
In this contingent role, you will support TSA’s I-STEP program, helping to manage security training and exercise design across intermodal sectors. You will collaborate with government and contractors to plan, execute, and evaluate risk-based security exercises and training, while maintaining program records and schedules. The position involves stakeholder outreach, multi-sector training development, and enabling secure, mission-focused planning. Your work will shape how exercises and training reduce risks to critical transportation infrastructure and support national preparedness goals.
ResponsibilitiesSupport the I-STEP program and coordinate with government and contractors to manage and evaluate the programProvide program management services including enhancements, expansions, training design, exercise conduct procedures, evaluation methodologies, and risk-based security planningDeliver management support across tasks: strategic planning, budgeting, stakeholder outreach, sector training development, and training method guidanceMaintain historical program records, develop and manage task schedules, and produce progress and analytical reportingDevelop program-specific documentation and support risk-based security planning activities
Key requirements7-10 years of Program/Project Management experienceExperience as a military or civilian instructorWillingness to travel to various customer sitesAbility to obtain a TSA suitability clearanceStakeholder engagementCoordination with government and contractorsPMP certification (highly desired)Knowledge of NIMSFamiliarity with Exercise Information SystemUnderstanding of Presidential Policy Directive 8: National Preparedness (PPD-8)
