Manager, Technical Training

Overview In this role you will lead the strategy and delivery of mission-critical training for a high-visibility federal program supporting HHS/CMS. You will architect a comprehensive training ecosystem to ensure workforce readiness, operational excellence, and ongoing improvement aligned with program objectives. You’ll partner with program leadership and stakeholders to identify needs, close capability gaps, and scale learning solutions. You will oversee curricula, knowledge management, and performance metrics to keep training current and impactful. This position offers a chance to shape consumer-facing education and drive training maturity in a complex public sector environment. ResponsibilitiesDevelop and oversee a program-wide training strategy aligned to contractual requirements and mission outcomesDesign, deliver, and sustain training curricula, learning pathways, and workforce development plansEstablish and manage training programs for Eligibility Support Workers (ESWs)Create consumer-facing education materials explaining eligibility processes and servicesIdentify skill gaps with program managers and customer representatives and drive learning solutionsStandardize training processes, documentation, and governanceImplement varied delivery methods: instructor-led, virtual, blended, self-pacedTrack and report training metrics, certification, knowledge retention, and readinessMaintain current content adapting to policy changes and system enhancementsManage a multidisciplinary training staff (instructional designers, trainers, SMEs)Support proposals, contract modifications, and customer engagements related to trainingDrive continuous improvement through feedback, quality assessments, and lessons learned Key requirements10+ years in training program management, instructional development, or workforce development leadershipExperience supporting federal, state, or large-scale public sector programsStrong understanding of adult learning principles, curriculum design, and training technologiesProven ability to lead teams and manage training operations at scaleExcellent communication, stakeholder engagement, and problem-solving skillsUS Citizen and ability to obtain a Public Trust clearancecommunicationstakeholder engagementproblem-solvingadult learning principlescurriculum designinstructional design
