Facility Planner(Contingent upon contract award) with Security Clearance

The Facility Planner will support the 35th Civil Engineer Squadron (CES) by planning and coordinating facility development activities across Misawa Air Base. This role is responsible for analyzing infrastructure needs and supporting the planning, design, construction, sustainment, restoration, and modernization of facilities. The Facility Planner ensures projects align with Air Force mission requirements, comply with applicable standards, and are executed efficiently within a high-tempo environment supporting an $80–120M annual engineering portfolio. Key ResponsibilitiesAnalyze facility and infrastructure requirements to support new construction, renovation, and modernization effortsDevelop and support plans for facility utilization, space planning, and long-range infrastructure developmentCoordinate planning activities across design, construction, and sustainment programsEnsure compliance with U.S. Air Force standards, safety requirements, and host-nation (Japan) regulationsCollaborate with engineers, project managers, contractors, and government stakeholdersSupport planning, programming, and prioritization of projects within the CES portfolioReview plans, designs, and project documentation for accuracy and complianceMaintain planning records, reports, and database systemsProvide analysis and recommendations to improve facility planning and program executionRequired Qualifications (Senior Level)Master's degree in Architecture, Urban Planning, Community Planning, Public Administration, or related fieldProfessional registration/licensure in a relevant field (e.g., Registered Architect, Certified Planner)5+ years of experience in community planning, facility planning, or facilities managementStrong knowledge of facility lifecycle planning (design, construction, sustainment, restoration, modernization)Experience working in fast-paced, multi-project environmentsStrong analytical, organizational, and communication skillsPreferred QualificationsExperience supporting U.S. Department of Defense or Air Force installationsFamiliarity with installation planning, space management, and infrastructure developmentKnowledge of host-nation (Japan) planning and regulatory requirementsExperience with GIS systems and planning/data analysis tools
