Program Manager
DescriptionThe Manhattan Strategy Group (MSG) LLC, a rapidly growing management consulting firm, is seeking a Program Manager to oversee a nationwide Retailer Investigations contract for the U.S. Department of Agriculture (USDA), Food and Nutrition Service (FNS). The scope of work includes investigating retailers whose stores have been identified and reviewed by the government and are suspected to be committing fraud; suggesting ways of identifying new methods of investigating possible fraudulent retailers; determining what other stores in the neighborhood might be committing fraud and relaying that information to the government; and working with state and local partners in investigating fraud.Key ResponsibilitiesLead overall execution of a nationwide Retailer Investigations program, ensuring alignment with program objectives to detect and prevent fraudManage and coordinate a geographically dispersed network of investigators and field personnel across multiple states and jurisdictions, ensuring adequate coverage, responsiveness, and performanceServe as the primary point of contact for the Government, maintaining strong client relationships and ensuring timely, accurate, and high-quality delivery of all contract requirementsOversee case assignment, workload distribution, and operational planning to support fluctuating investigation volumes and prioritiesEnsure all investigative activities are conducted in compliance with applicable federal regulations, privacy requirements, and evidentiary standardsImplement and manage a Quality Control Program to ensure consistency, accuracy, and completeness of investigative reports and deliverables prior to submission to the GovernmentCoordinate with state, local, and federal partners, as required, to support investigative activities and information sharingProvide strategic oversight and continuous improvement recommendations to enhance investigative methodologies, operational efficiency, and program outcomesManage program risks, including investigator performance, coverage gaps, compliance issues, and operational bottlenecks, and implement corrective actions as neededOversee staffing, onboarding, and performance management of investigative personnel, including ensuring required licensing, background checks, and qualifications are maintainedDevelop and deliver program reporting, metrics, and insights to the Government, demonstrating performance against contract objectives and identifying trends or areas of concernEnsure readiness to support administrative or legal proceedings, including the integrity and defensibility of investigative findingsSupport investigations-related business development initiativesQualificationsMinimum of a 4-year college degreeMinimum of 5 years investigative experience (i.e. government/private investigative work)Minimum of 5 years of senior management experience with proven ability to resolve client issues, adept at management and technical review to ensure qualityMinimum of 2 years' experience managing a country-wide field staff for government projectsKnowledge of Supplement Nutrition Assistance Program (SNAP) requirements, policies, and procedures.Salesforce GovCloud experience preferredExperience working in the federal sector is a plusManhattan Strategy Group (MSG) is an Equal Opportunity Employer and considers all qualified applicants for employment without regard to race, color, religion, sex, national origin, age, disability, veteran status, or any other characteristic protected by law.
