Summary Of Job DutiesCollates; analyzes; and evaluates crime, traffic, operational, and procedural data collected through research activities and prepares statistical reports.Primary Duties & ResponsibilitiesConducts research on diverse subjects; analyzes and interprets crime data, applies statistical methodologies to identify trend and series information; provides analysis of gross aggregate aspects of reported crime data to identify changing areas of emphasis in the community; develops, enhances, and deploys crime and productivity statistical summary reporting products. Develops maps to support operational and administrative personnel. Participates and responds to the police administration problem-solving strategy; makes recommendations based on research and analysis; prepares detailed statistical reports and staff studies of research findings; makes various oral and written presentations; develops resources for Federal and State grant applications and supporting documentation; initiates and responds to inter- and intra- departmental requests for information disseminating said information; completes external surveys; extracts data from a variety of computer systems; prepares executive reports; provides support to other areas as needed and performs additional duties as assigned.Minimum QualificationsEducation: Bachelor's Degree with courses in research, statistics, and/or crime analysis.Experience: At least 3 years experience in criminal justice planning or law enforcement as a research specialist with a law enforcement or public safety agency. An equivalent combination of education, training, and experience that demonstrates required knowledge, skills, and abilities may be considered.Knowledge: Knowledge of statistics; empirical research methods and procedures including sampling and surveying techniques; crime analysis and criminal justice functions as related to police department practices and procedures; Uniform Crime Reporting and NIBRS methodology, regulations, and standards; GIS functions.Abilities: Ability to establish and maintain effective working relationships with employees, citizens, and outside agencies to include the federal government; develop crime and productivity statistical reports; communicate effectively both orally and in writing; make presentations; and accurately analyze data.Skills: Skill in the use of personal computers and database, word processing, GIS mapping, and spreadsheet software programs.WORKING CONDITIONSPhysical Demands: Sedentary physical work requiring ability to lift a maximum of 10 pounds; occasional lifting, carrying, walking and standing; vision to analyze data and read and interpret reports, documents and other written information; hand/eye coordination for operation of computer keyboard; speech communication, hearing, and listening to maintain communication with employees and citizens.Work Environment: Works in a clean, comfortable environment.Equipment Used: Personal computer and office equipment.Leave BenefitsHolidaysThe city provides the following 10 paid holidays to all regular and introductory employees:New Year's DayMartin Luther King DayPresidents' DayMemorial DayIndependence DayLabor DayVeterans DayThanksgiving DayThanksgiving Holiday (day after Thanksgiving)Christmas DayPersonal LeaveThe city provides twenty-four (24) hours of personal leave to full-time employees each January 1 following the completion of one year of continuous service and 2080 worked hours (excluding over-time). All regular Career Service employees accrue 104 hours of Sick Leave for each 2080 hours of work. There is no maximum on the amount of sick leave that can be accrued.Employee Leave Sharing ProgramThe City offers an Employee Leave Sharing Program in order to assist with income protection for full-time and part-time regular employees when an employee must be absent from work due to catastrophic medical hardship to the employee, spouse or child(ren).City employees may voluntarily donate Annual, Personal and Sick Leave hours to a qualified employee.Emergency LeaveAny regular or introductory employee may be allowed, at the discretion of the Department Director, up to 5 working days or 40 hours paid time off in the case of a death involving an employee's immediate family or in the case of a natural disaster involving the employee.Civil LeaveAny regular or introductory employee who is summoned for jury duty or is subpoenaed in an official capacity during a regularly schedule work day will be given paid time off.Military LeaveAny regular or introductory full-time employee who is a member of the National Guard or the Reserves will receive a maximum of 15 (eight-hour) paid days per calendar year.BENEFIT PLANS AND PROGRAMSMedical, Dental and Vision CoverageThe city offers four (4) medical plans; two (2) dental plans; and one (1) vision plan to regular employees (and their eligible dependents) to choose from. Medical, dental and vision coverage is effective the first day of the month following date of hire.Life InsuranceLife insurance is provided to regular employees in the event of death at no cost. In addition, regular employees are covered by the Accidental Death and Dismemberment benefit, which provides for additional benefits in the event of accidental death or serious accidental injury. Eligibility for life insurance begins on the employee's date of hire.Employees may elect additional life insurance coverage on themselves through the city’s voluntary life insurance plan. Life insurance coverage is also available for dependents.Flexible Spending AccountsRegular employees may participate in the City's flexible spending accounts program. This program allows employees to increase their tax savings by making pre-tax deposits to a Health or Dependent Care Spending Account to pay for work-related dependent care expenses and certain unreimbursed health expenses.RetirementAll regular Career Service employees participate in the General Employees Retirement Plan (“GERP”) which is a defined benefit pension plan. For 2013 participants will contribute 6% of their pre-tax earnings each pay period. The City of Aurora matches each employee's contributions. GERP credits interest on contributions while they remain with the Plan.When employment with the City ends, participants may be eligible for a monthly retirement benefit, depending on their age and length of service. Alternatively, terminating participants may elect to receive a lump sum distribution of their contributions, interest and vested City contributions instead of a monthly benefit.Long Term DisabilityWhen a regular employee cannot work for a prolonged time because of serious injury or illness, you need help with more than your medical bills. Long Term Disability Insurance (LTD) can replace a portion of your salary while you are unable to work. Full-time regular Career Service employees are eligible for LTD after completing 6 months of continuous service. After a period of 90 days, you may receive up to 60% of your current base pay.Deferred Compensation (IRS Section 457)At an employee's option, participation in a Deferred Compensation program through the City of Aurora is available. Deferred Compensation provides pre-tax savings to employees who participate through automatic payroll deduction. It is a program that assists you in saving additional monies for your retirement. There are many investment choices offered by each of our Deferred Compensation providers.
