RESEARCH ADMINISTRATION (UA-RSCH-IUINA)The mission of the Office for Research Administration (ORA) is to provide exceptional support for Indiana University's (IU) research community in order to catalyze research productivity and protect the institution and its research community from risk.This position is responsible for submission of both standard and complex proposals and post-proposals actions, including acceptance or acknowledgment of award documents. The role is responsible for advising other team members on questions or issues related to proposal services functions. This position has responsibilities as an authorized official representative and is a signatory for the university.Department-Specific ResponsibilitiesResponsible for proposal review and submissions, post-proposal sponsor requests, and award acceptance of sponsored projectsResponsible for training, policy and procedure implementation; committee service; and resolution of complex issuesRequired to remain up to date on all electronic systems for proposal submission, acceptance, award management and reporting and to disseminate this information to all team membersOversees proposal review and submission, post-proposal action review and submission, and award acceptance for a specific group of sponsored project accountsGeneral ResponsibilitiesEnsures proposal review, submission, financial monitoring and closeout of sponsored projectsReviews, analyzes, and interprets external sponsor's submission guidelinesCreates budgets and completes administrative forms on behalf of faculty, staff, and researchers as neededAdvises, mentors, and assists in the development and submission of grant proposals and explains complex issues to the staff and faculty investigatorsProvides review, approval and advice about proposal materialsInvestigates and answers questions from sponsors, researchers, fiscal officers, research administrators and othersCounsels researchers and staff on the preparation of budgets, completion of certifications, and institutional information to ensure compliance with university policies, federal regulations, and sponsor guidelines; initiates action to resolve problems when necessaryAssists faculty and staff in identifying documents or forms needed in connection with pending or funded projectsFollows up on all correspondence to ensure that appropriate action is taken or information providedMonitors expenditure transactions on sponsored project accounts for allowability, allocability, reasonableness, and financial compliance with university, state, federal, and sponsor requirements, and allows or disallows the transactions accordinglyAdvises and mentors other staff members in regard to complex financial transaction issuesProvides experienced guidance to the faculty and departmental administrators on allowable expenditures and relevant federal and sponsor guidelinesEscalates questions as needed to ensure efficient completion of tasksEnsures timely and efficient flow of information and file management in connection with proposals, award and other types of agreements, and sponsored project accountsUtilizes various internal and external systems (such as Kuali, FastLane, ASSIST, National Institutes of Health (NIH) Commons and Grants.Gov) extensively for proposal submissions, project changes, and account monitoringEvaluates existing policies, researches and proposes new procedures and tools, and collaborates to identify best practices and approachesReviews and makes recommendations to improve compliance policies and procedures necessary for all aspects of research administrationInterprets and applies dynamic sponsor rules and guidelinesBuilds and maintains reference manuals and other critical documentationAttends and participates in various professional development opportunities, including seminars, webinars, workshops, and conferences organized by external sponsors and/or professional organizationsAttends and participates in training opportunities; designs, develops, and conducts training programs, materials, workshops and other activities to a wide university audience as new information becomes available or new policies and procedures are implementedRepresents university to external sponsors by responding to questions and resolving concerns in relation to proposal submissions or award documentsMay mentor less experienced staff, conduct regular training and educational sessions, and provide guidance to team members, staff and faculty on federal, state and university policies, particularly with seemingly conflicting or vague policies and regulationsCombinations of related education and experience may be considered.
