Technical Program Manager
Role: Program/Delivery Manager – PharmaLocation: Raleigh NC/Foster city CA(Hybrid)Position SummaryWe are seeking an experienced Program/Delivery Manager with a strong background in the pharmaceutical and life sciences industry to lead complex programs and ensure successful delivery of business and technology initiatives. The ideal candidate will have experience managing cross-functional teams, overseeing project portfolios, driving stakeholder engagement, and delivering projects within scope, schedule, budget, and quality standards while ensuring compliance with pharmaceutical regulations.Key ResponsibilitiesLead end-to-end program and delivery management for pharmaceutical and life sciences initiatives.Manage multiple projects simultaneously, ensuring timely delivery and alignment with business objectives.Collaborate with business stakeholders, product owners, clinical, regulatory, quality, manufacturing, and IT teams to define project scope and priorities.Develop and maintain integrated program plans, budgets, resource allocation, and risk management strategies.Drive Agile, Waterfall, or hybrid delivery methodologies based on project requirements.Monitor program performance through KPIs, dashboards, and governance reviews.Identify, assess, and mitigate project risks, issues, and dependencies.Ensure adherence to pharmaceutical regulatory and compliance standards, including GxP, FDA, EMA, and 21 CFR Part 11 where applicable.Manage vendor relationships, third-party partners, and offshore/onshore delivery teams.Facilitate executive steering committee meetings and provide regular status updates to senior leadership.Lead change management, stakeholder communication, and organizational adoption activities.Promote continuous improvement, process optimization, and delivery excellence across programs.Required QualificationsBachelor's degree in Engineering, Computer Science, Pharmacy, Life Sciences, Business Administration, or a related field.10+ years of experience in Program Management, Delivery Management, or Project Management.Minimum 5 years of experience in the pharmaceutical, biotechnology, or life sciences industry.Proven track record of delivering large-scale digital transformation or enterprise programs.Strong knowledge of SDLC, Agile, Scrum, Waterfall, and hybrid project delivery methodologies.Experience managing global cross-functional teams and distributed delivery models.Strong financial management, budgeting, forecasting, and resource planning skills.Excellent stakeholder management, communication, negotiation, and leadership abilities.Preferred QualificationsPMP, PgMP, PRINCE2, PMI-ACP, SAFe, or Scrum Master certification.Experience with cloud platforms (AWS, Azure, or Google Cloud).Knowledge of enterprise platforms such as SAP, Salesforce, Veeva, or ServiceNow.Familiarity with data analytics, AI/ML initiatives, and digital health programs.Experience with Clinical, Regulatory, Pharmacovigilance, Manufacturing, Commercial, or R&D systems.Required SkillsProgram & Portfolio ManagementDelivery GovernancePharmaceutical Domain KnowledgeGxP ComplianceFDA & EMA Regulatory StandardsRisk & Issue ManagementBudget & Financial ManagementResource PlanningVendor & Partner ManagementStakeholder ManagementExecutive ReportingAgile & ScrumWaterfall Project ManagementChange ManagementPMO GovernanceStrategic PlanningDigital TransformationCross-functional LeadershipProblem Solving & Decision Making
