PBG delivers mission-focused solutions that eliminate inefficiency and power transformation for federal agencies requiring agility, security, and impact.Job Title: Proposal Manager – Federal GovernmentLocation: RemoteReports To: Executive VP of GrowthPosition OverviewPBG is seeking a forward-thinking, results-driven Proposal Manager to lead the development of high-impact, compliant, and compelling federal proposals. The ideal candidate is both highly organized and innovative, bringing deep knowledge of federal procurement and comfort with using advanced tools and agile methods to transform the proposal function.You will be at the forefront of leading responses for RFIs, RFPs, Task Orders, IDIQs, and GWACs — playing a pivotal role in winning new business across federal and SLED markets. This role works closely with Capture, Pricing, Executives, SMEs, and external partners and will serve as a key contributor to the broader Growth team’s success.Key ResponsibilitiesLead the full proposal lifecycle for federal bids, from kickoff to submission.Collaborate with Capture and BD teams to develop win strategies that align with agency missions and evaluation criteria.Analyze solicitations, conduct compliance matrix development, and coordinate response planning with clear schedules and deliverables.Facilitate solutioning sessions, win theme development, and writing assignments among cross-functional contributors.Oversee color team reviews, daily stand-ups, and debriefs; manage real-time collaboration in tools like SharePoint, Teams, and Mural.Drive process innovation using automation tools (AI-assisted platforms, content libraries, workflow optimizers) to improve proposal speed and quality.Maintain and improve proposal templates, content repositories, and style guides to support consistency and reuse.Coordinate with Recruiting, Delivery, and Pricing to ensure staffing plans and price proposals are responsive and competitive.Conduct quality and compliance checks at major stage gates and before final delivery.Develop executive briefing materials and lead lessons learned sessions.Juggle multiple concurrent proposals with a calm, structured, and deadline-driven approach.Required QualificationsBachelor’s degree or equivalent professional experience5+ years of experience leading proposal efforts for federal government contracts (DoD, DHS, VA, GSA, or similar)Strong understanding of FAR/DFARS and the federal acquisition lifecycleExperience with various proposal types (e.g., prime/sub, technical, staffing, consulting, IT-focused, set-asides)Demonstrated ability to lead large, cross-functional teams under tight deadlinesExcellent planning, writing, editing, and communication skillsProficiency in MS Office Suite (advanced Word), SharePoint, Adobe, GovWin, SAM.gov, and collaboration toolsExperience managing proposals using digital tools and automation (or a strong aptitude and interest in adopting these tools)Preferred QualificationsFamiliarity with proposal automation toolsExperience supporting proposals for 8(a), SDVOSB, or other small business programsUnderstanding of AI-assisted content generation and integration with CRM and KM systemsAPMP Foundation (or higher) certificationExperience responding to GWACs, IDIQs, and high-value task ordersExperience aligning proposal strategies with strategic consulting and digital transformation service offeringsSuccess MetricsWithin 90 Days:Successfully lead RFI/RFP responsesLearn and integrate into PBG’s proposal and growth processesIdentify and recommend process improvements or technology upgradesWithin 6–12 Months:Deliver multiple compliant, compelling proposals with measurable win impactRecommend and implement improvements to proposal operations and automationPosition yourself as a candidate for promotion to Director of Proposals (based on performance and growth trajectory)#WHYPBGWe have successfully built a company culture based on our single most important asset - our employees.
