The variety of acquisitions managed by the unit include such requirements as operations and maintenance (O&M) of the Reaper MQ-9 systems, AF Enterprise Precision Measurement Equipment Lab Services, O&M of the Primary Training Ranges, Combat Air Forces Contracted Air Support, 16 AF Information Warfare, and multiple aircrew training and courseware development contracts.PKD executes and administers a $1.2 billion contract portfolio supporting the Deputy Assistant Secretary of Defense (DASD) for Counternarcotics and Stabilization Policy (CNSP) and the Defense Security Cooperation Agency (DSCA). The division supports multiple programs aimed at developing adaptive, sustainable methods to counter the threats transnational organized crime pose to the U.S. national security. The division provides support for DoD, other Federal Agencies and Departments, and partner nations to disrupt and degrade threats posed by drug trafficking, piracy, transnational organized crime, and threat finance networks related to illicit drug trafficking activities.Description of Position: Position serves as the division chief of 3 branches (branch chiefs include 3 civilians) and twelve personnel. The position includes the following: directs/advises personnel within/outside the organization regarding the resolution of contractual acquisition issues and applies leadership skills to utilize staff and promote mission accomplishment; appropriately exercises authority in the management of personnel and effectively promotes collaboration/teamwork across functional areas within/outside of the organization, demonstrating a positive example of leadership and followership; effectively delivers clear/concise communications at the appropriate level; and identifies, protects, conserves, utilizes, and allocates resources to accomplish organizational objectives, staying versed at the AMIC and higher-level strategic plans.PKC manages a $3.2 billion contract portfolio supporting aircraft maintenance and mission support at multiple Major Commands (MAJCOMs) and locations worldwide. Our personnel also regularly interface with logistics (PLG), quality (DRQ), resource management (DRR), and legal (DRJ) personnel, as well as the other contracting divisions to proactively define requirements and collaboratively resolve issues. Description of Position: Position serves as the division chief of 4 branches (branch chiefs include 3 civilians and one officer) and sixteen personnel. The position includes the following: directs/advises personnel within/outside the organization regarding the resolution of contractual acquisition issues and applies leadership skills to utilize staff and promote mission accomplishment; appropriately exercises authority in the management of personnel and effectively promotes collaboration/teamwork across functional areas within/outside of the organization, demonstrating a positive example of leadership and followership; effectively delivers clear/concise communications at the appropriate level; and identifies, protects, conserves, utilizes, and allocates resources to accomplish organizational objectives, staying versed at the AMIC and higher-level strategic plans.Position Responsibilities: •            Exercises full supervisory responsibilities for civilian, officer and enlisted personnel to include but not limited to hiring, training, evaluating work performance, resolving conflict and providing productive and meaningful performance evaluations.•            Versed at pre- and post-award contract processes, guidance and procedures.  Coaches and guides teams through acquisition planning and strategy development as well as strategy implementation. Exercises critical thinking and problem-solving skills in resolving issues related to pre- and post-award challenges.•            Serves as business advisor, providing advice and guidance, ensuring all business aspects of the acquisition are considered, including risks and incentives.•            Represents the organization with a variety of functional area and installation organizations.Desired Skills/Expertise: •            Professional knowledge of a full range of Federal contracting laws, executive orders, regulations, principles, policies, procedures, methods, techniques, and contract types applicable to pre-award and post-award actions for a variety of complex and/or diversified services commodities, and/or construction.•            Knowledge of the business environment (e.g. economic trends, awareness of commercial business practices, standards, mergers, and acquisitions, etc.) in order to recognize potential programmatic/contractual impacts, and knowledge of the methods and acquisitions, etc.) in order to recognize potential programmatic/contractual impacts, and knowledge of the methods and techniques of fact-finding/market research.•            Knowledge of the principles, methods, and tools used to assist in risk identification, assessment, and mitigation including assessing the probability and consequences of potential problems.•            Knowledge of contract negotiation, administration, and termination principles, policies, procedures, and technical requirements and knowledge of price and cost analysis sufficient to review proposals against previous history, actual and estimated expenditures, and established rates to determine price reasonableness or to determine a negotiation position.•            Ability to identify problems, determine accuracy and relevance of information, use sound judgment to generate and evaluate alternatives, and make recommendations; makes sound, well-informed, and objective decisions applying precedents found in government contracting case law to specific contracting situations to insure that legally binding contracting officer decisions are consistent, justifiable, and will be upheld at appellate courts or boards; perceives the impact and implications of decisions; commits to action, even in uncertain situations, to accomplish organizational goals.•            The employee must meet the Defense Acquisition Workforce Improvement Act (DAWIA) requirements applicable to the duties of the position.•            The employee must meet the continuing acquisition education requirements IAW DoDI 5000.66 paragraph E2.2.8.•            In accordance with the Ethics in Government Act, 1978, employee is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.•            Must have or obtain an unlimited Air Force contracting officer's warrant within 12 months of assuming the position.Qualification Requirements: **Refer to OPM Qualification Standards for information on required position series/education requirements at: https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/• Experience at the next lower broadband/grade level (or equivalent). • An advanced Degree(s) such as a Master’s or Ph.D. is highly desired.
