For someone who enjoys building systems, negotiating high-impact agreements, and driving measurable cost savings, this role provides the opportunity to make a meaningful and long-term impact.Position OverviewA growing organization in the construction and manufacturing sector is seeking an experienced Purchasing and Procurement Manager to design, implement, and lead an enterprise-wide procurement function. This role will support multiple operating business units involved in modular manufacturing and construction services.The Purchasing & Procurement Manager will build the procurement department from the ground up, establishing supplier networks, category strategies, national purchasing agreements, and standardized procurement processes across the organization. The role will leverage collective buying power, improve operational efficiency, and ensure reliable supply chain performance across both manufacturing operations and construction project environments.This is a high-impact leadership role responsible for developing scalable procurement systems, negotiating strategic supplier partnerships, and driving cost efficiencies across the business.Key Objectives (First 12 Months)Enterprise Supply Chain DevelopmentBuild a unified procurement infrastructure with standardized policies, preferred suppliers, and category strategies across multiple business units.Strategic Cost ManagementEstablish national supplier agreements and multi-project purchasing programs that deliver measurable cost savings and improved contract terms.Supply Chain ReliabilityAchieve supplier On-Time-In-Full (OTIF) performance of 96% or higher to meet both manufacturing production schedules and construction project timelines.Procurement Systems & ProcessesImplement standardized Procure-to-Pay (P2P) workflows integrated with project management systems, schedules, and bills of materials.Risk MitigationDevelop sourcing strategies including dual sourcing, long-lead material planning, and supplier risk management.Key ResponsibilitiesProcurement StrategyDevelop and execute a centralized procurement strategy supporting multiple business units.Identify opportunities for volume purchasing, demand aggregation, and strategic sourcing initiatives.Establish and manage a preferred supplier network, including performance scorecards and supplier reviews.Standardize purchasing policies, supplier agreements, and procurement workflows across the organization.Category Management & NegotiationLead sourcing initiatives across key material and equipment categories.Negotiate Master Service Agreements (MSAs), national supplier agreements, pricing structures, and rebate programs.Manage RFP and RFQ processes, supplier benchmarking, and total cost of ownership analysis.Operational ProcurementTranslate BOMs, project schedules, and construction takeoffs into purchasing plans.Implement logistics strategies including just-in-time delivery, consolidated freight, and material kitting.Ensure supplier compliance documentation including warranties, insurance certificates, and submittals.Systems & Data ManagementImplement and manage procurement systems and workflows.Maintain supplier pricing catalogs, item master data, lead times, and approved product alternatives.Develop dashboards and reporting for cost savings, supplier performance, inventory, and purchasing metrics.Support integration with ERP, project management, and production planning systems.Cross-Functional CollaborationWork closely with preconstruction teams on cost planning and value engineering strategies.Support manufacturing operations with BOM accuracy and supply planning.Coordinate with project teams on long-lead materials, logistics, and supplier coordination.Partner with finance on cost forecasting, contract compliance, and payment terms.Work with legal teams on supplier agreements and risk management.QualificationsRequiredMinimum 10 years of procurement or supply chain experience within construction, manufacturing, or industrial environments.Experience designing or building procurement programs or supply chain systems.Strong negotiation experience including MSAs, supplier contracts, and national agreements.Experience supporting both manufacturing environments (BOM/MRP) and project-based purchasing.Strong financial and analytical skills including total cost of ownership and cost modeling.Advanced Excel skills and experience working with ERP systems and procurement software.PreferredExperience with modular construction or industrial manufacturing supply chains.Familiarity with commodity markets and pricing indices.Professional certifications such as CPSM, CSCP, CPM, or PMP.Experience supporting procurement across multiple locations or business units.
