CLOSING DATE: April 27, 2026POSITION: Compliance OfficerSALARY: $42.42 - $51.66, per hour/DOEREPORTS TO: Chief Executive OfficerLOCATION: Reservation WideSUMMARY:The Colville Tribal Health Care Authority is seeking a highly skilled and culturally competent Compliance Officer to oversee, implement and continuously improve compliance across the Health Care program and services. This position plays a critical role in ensuring organizational adherence to federal, state, accreditation, and tribal requirements, including HRSA, IHS, AAAHC and applicable Washington Administrative Code (WAC) requirements for residential SUD treatment and long-term residential care. The Compliance Officer will perform their job duties in a professional manner while assuring that all needs of the patients are met with a professional demeanor.ESSENTIAL FUNCTIONS:Develop, implement, and maintain a comprehensive Compliance Program aligned with tribal governance, federal regulations, state law, and accreditation standards.Serve as the lead coordinator for internal and external audits, site visits, and reviews for all CTHCA programs.Ensure adherence to the CTHCA's Health Compliance Program, Standards of Conduct and Code of Ethics, in alignment with all applicable Tribal, Federal and State laws and regulationsEnforce ethical and legal standards across the organization, including prevention, detection and response to: Fraud, waste and abuse; Improper billing and coding practices; Inducements and kickbacks; and Conflicts of InterestConduct proactive internal compliance audits, mock surveys, and readiness assessments.Develop corrective action plans (CAPs) and track implementation to resolution.Maintain audit-ready documentation, policies, procedures and evidence files.Maintain oversight of compliance documentation systems, including: Audit records and supporting evidence files, training logs and attestation records, investigation files and case tracking documentation, compliance program updates, reports and regulatory submissions.Draft, review, update and maintain organizational policies and procedures to ensure alignment with regulatory and accreditation standards.Ensure policies reflect tribal values, cultural practices, and community priorities while meeting compliance requirements.Develop and deliver compliance training for leadership, management and staff.Ensure all workforce members complete required compliance training and annual attestations to Standards of Conduct and compliance policiesMaintain oversight of ongoing education related to regulatory changes, reporting expectations and compliance responsibilities.Collaborate with Quality Improvement, Risk Management, and Clinical Leadership to align compliance activities with performance improvement initiatives.Monitor regulatory changes and proactively assess organizational impact.Work in partnership with tribal leadership, CEO of the Colville Tribal Health Care Authority, and Colville Tribal Health Care Authority Health Board, and advisory committees.Provide regular compliance reports.Administer and support the Compliance Committee, including: Preparing agendas, reports, and meeting materials; Presenting audit findings, risk assessments and compliance updates; Tracking corrective actions and ensuring implementation of committee recommendations.Serve as a trusted advisor to leadership on compliance, audit readiness, and regulatory strategy.Participate in leadership meetings, committees and planning efforts as assigned.Complies and ensures compliance with applicable legislation, funding and organizational requirements, health board directives, policies and procedures.Ensure confidential handling of sensitive team member information in line with data protection policies and lawsPerforms other duties as assigned.KNOWLEDGE, SKILLS, AND ABILITIES:Bachelor's Degree in health-related field (i.e., nursing, public health, health administration) required.At least 3 (three) years of progressive experience in healthcare compliance, regulatory oversight, or accreditation readiness.Must be highly self-motivated, organized and demonstrate ability to establish priorities and coordinate work activities.Applicant must be culturally competent in dealing with racially and ethnically diverse populations.Demonstrative understanding of tribal sovereignty, governance structures, and culturally based health systems.Experience with policy development required.Experience with electronic health records, data collection and reporting required.Experience with accreditation and adhering to grant and Federal guidelines.HIPAA Certificate within initial 90 days of employment.Ability to understand, speak, communicate and read the English language.Requires ability to utilize a multi-line telephone with good telephone etiquette.Proficiency in MS Office (Word, Excel, Outlook, PowerPoint).Ability to handle sensitive information with discretion and maintain confidentiality.Well-developed human relation skills to convey technical concepts to others.Ability to communicate technical information and to interact with a wide variety of groups and individuals inside and outside the organization.Ability to plan, organize, and prioritize work processes in a high-volume environment in order to meet schedules and timelines.Ability to analyze data from multiple information ports by comparing and contrasting data to draw a conclusion or to identify trends.Ability to communicate professionally in written, verbal, and non-verbal format while portraying a friendly tone, word choice, and body language.Ability to take initiative and be proactive in the duties of the position in order to meet mandated deadlines and to comply with goals and objectives.Valid Washington State Driver's License is required and be insurable.PHYSICAL REQUIREMENTS:Ability to sit and stand for long periods of time.Manual and finger dexterity to complete duties.Ability to frequently bend, stoop, and reach.Ability to push and pull frequently.Ability to comprehend complex issues.Sufficient visual acuity to write, recognize printed materials, computer screen, and notice non-verbal behavior.Speech and hearing ability to project voice to small and large audiences, carry on telephone conversations, hear and grasp verbal communications and equipment prompts.Ability to drive in adverse weather conditions.Note: Pursuant to Tribal Policy, if this position is safety sensitive it is subject to pre-employment drug testing.
