Position Title: AIR QUALITY COMPLIANCE & PERMITTING SPECIALISTLocation: MULTI-STATE / FLEXIBLE (PREFERRED: TEXAS OR MAJOR OPERATIONS HUB)FLSA Class: EXEMPTResponsible to: DIRECTOR OF ENVIRONMENTALPosition Summary: We are seeking a highly skilled Air Quality Compliance & Permitting Specialist to support VoltaGrid’s rapidly expanding power generation operations. This role is responsible for managing air permitting, emissions compliance, and regulatory oversight for internal combustion engines, heaters, and associated combustion equipment across multiple states.The ideal candidate brings strong experience in Clean Air Act compliance, permitting strategy, and emissions reporting, with the ability to operate in a fast-paced, high-growth environment supporting mission-critical infrastructure.This position plays a key role in ensuring uninterrupted operations, minimizing regulatory risk, and supporting scalable deployment of power assets.Essential Duties And ResponsibilitiesAir Permitting & Regulatory StrategyPrepare and submit air permit applications, modifications, renewals, and relocationsEvaluate regulatory applicability (NSPS, NESHAP, state rules) for new and existing assetsPerform emissions calculations (NOx, CO, VOC, PM, HAPs)Track permit limits, operating conditions, and compliance obligationsInterface directly with federal, state, and local regulatory agenciesCompliance ManagementEnsure compliance with:Clean Air Act requirementsNSPS (e.g., IIII, JJJJ)NESHAP (e.g., RICE MACT)State-specific air regulationsMaintain required recordkeeping and documentationPrepare and submit:Semi-annual and annual compliance reportsTitle V certifications (as applicable)Emissions inventoriesTrack engine runtime, fuel usage, and operational limitsEmissions Testing & MonitoringCoordinate stack testing and performance testing programsDevelop and review testing protocols and reportsOversee emissions control systems (SCR, oxidation catalysts)Track catalyst performance, maintenance, and replacement schedulesInvestigate, document, and resolve emissions deviationsOperational Compliance OversightSupport ongoing compliance activities including:Monthly pressure drop validationsMonthly operational temperature checksDeviation reporting and corrective actionsSemi-annual compliance certificationsEnsure testing schedules are maintained across fleet (high-volume engine environment)Multi-State Regulatory CoordinationMonitor regulatory changes across jurisdictionsMaintain compliance calendars and reporting deadlinesStandardize compliance tracking across assets and regionsEvaluate aggregation thresholds and major source applicabilityInspection & Audit SupportSupport regulatory inspections and agency auditsRespond to regulatory inquiries and information requestsMaintain inspection-ready documentation at all timesDevelop and implement corrective action plans as neededOther RequirementsBachelor’s degree in Environmental Engineering, Environmental Science, or related field4+ years of experience in air permitting and compliance (power generation, oil & gas, or industrial environment preferred)Strong working knowledge of:Clean Air ActNSPS / NESHAP regulationsTitle V permittingExperience with internal combustion engines, generators, or similar combustion systems strongly preferredProven experience managing multi-state environmental compliance programsStrong analytical skills with emissions calculations and regulatory interpretationAbility to work cross-functionally with operations, engineering, and leadership teamsHighly organized with strong attention to detail and documentationThe above statements are intended to describe the general nature and level of work being performed by employees assigned to this classification.
