HMIS YHDP Coordinator

POSITION SUMMARY The Institute for Community Alliances (ICA) is nonprofit organization and a national leader in the administration of Homeless Management Information Systems (HMIS). ICA has administered Missouri's HMIS since 2014. Missouri’s HMIS is a web-based database used by over 140 organizations across the six (6) CoC HMIS implementation, such as emergency shelters and housing providers, to collect data on households experiencing or at risk of homelessness. HMIS is used to report to funders, evaluate and inform community- and state-wide responses to homelessness, connect people experiencing homelessness with housing and services, and support research and advocacy efforts. This new role is dedicated to supporting youth homeless services in the Balance of State Continuum of Care, including the coordinated community initiative called the Youth Homelessness Demonstration Program (YHDP) which builds on existing, successful community efforts. This position will lead projects and make connections at the systems-level (act as a decision maker, convener, facilitator, instigator, driving work forward). They will provide support and training to agencies who serve youth to use the HMIS in a collective, system-wide manner. They will seek ways to leverage HMIS as a tool to serve youth effectively and help agencies, the BoS CoC, and the Youth Action Board (YAB) leadership define success, and establish and measure outcomes, while ensuring compliance with federal guidelines. Under the direction of the HMIS Manager, and in cooperation with other ICA team members, the YHDP Project Coordinator will work with both internal and external stakeholders to ensure the YHDP project is successfully implemented in HMIS. This position will provide project-based technical support to YHDP service agencies and database end users using the HMIS and act as HMIS YHDP Liaison within the CoC. ESSENSTIAL JOB FUNCTIONS System Administration Act as liaison between ICA, partner agencies, the Continuum of Care and the Youth Action Board to facilitate collaboration around HMIS projects Develop/maintain knowledge of homeless assistance programs and related initiatives Provide project-based technical support and training to ensure the success of projects Set up organizations, programs, and users to use the database, ensuring they can enter the data they need to report to funders and/or refer households to shelter, housing, and services Communication Work closely with project stakeholders and team members to understand data needs and identify/develop potential database solutions Meet with youth-serving projects on-the-ground to understand and identify barriers to successful data entry; create recommendations to improve data collection practices and data entry. Attend regional meetings, CoC Related Committee meetings, YAB meetings, board meetings, and other community meetings as needed in order to: Ensure consistent, regular communication with external stakeholders regarding YHDP HMIS requirements Receive feedback from community stakeholders about improvements that may be needed with regards to training, technical assistance, data collection, and reporting Proactively identify ways to improve the continuity of youth services and data collection for YHDP projects across the state Training Provide a warm introduction and orientation to MO BoS CoC’s HMIS for new youth homeless service projects in assigned Continuum of Care and clarify expectations of participation to ensure quality data and compliance. As an active member of the Training Workgroup, develop training materials, deliver webinar or in-person training, as well as conduct user testing, certification, and set-up Quality Assurance and Reporting: Support HMIS QA and required reporting for federal, state, and locally funded partners and programs, i/.e. PIT/HIC, ESG/CAPER, LSA Project, CoC APR/CAPER, HOPWA, PATH, SSVF, YHPD, others Coordinated Entry Work collaboratively with the HMIS CE Coordinator to ensure coordinated entry is designed to meet the needs of youth and young adults. MINIMAL QUALIFICATIONS AN REQUIREMENTS Demonstrated Skills Attention to detail and accuracy Strong ability to manage relationships, collaborate, and convene Passionate about ending youth homelessness Understanding of how to define problems, collect data, establish facts, and draw valid conclusions Effectively present information Provide technical support to individuals with varying levels of technical knowledge Regular, ongoing collaboration in teams, including with remote staff Ability to work effectively and professionally with people from diverse backgrounds Ability to learn quickly, anticipate and meet established deadlines, and regularly produce high quality work product Required Background/Knowledge Knowledge of basic office equipment and technology; excellent computer skills Database software Microsoft Office Suite (Word, Excel, Outlook, PowerPoint, etc.) Project management principles Proficient use of inter- and intra-office communication tools such as email, video conferencing, teleconferencing, Microsoft teams, and similar tools Preferred Background/Knowledge Experience using or helping others use databases, especially HMIS software Project management Cooperatively or independently create training and procedural manuals or guidelines Understand the evolving role of data and its importance to efforts to end social problems Experience working with youth who experienced homelessness or similar human services field Education and Experience Minimum of two years paid experience in a position with a high degree of responsibility One or both of the following: Bachelor’s degree from an accredited four-year college or university One to three years of related experience, such as homeless management information system (HMIS) use, database-related experience, providing technical support/troubleshooting to users or customers, training, or providing homeless services.
