Competency Model Consultant (Semiconductor / PMO Transformation) (Campbell)

We are working with our client to locate a strategic leader to design and implement a global competency model for a high-visibility Project Management Office (PMO) within a leading semiconductor organization.Start Date: ASAPDuration: 8–12 weeks (estimated, may extend based on scope)Hours: Part-time to full-time (flexible based on phase)Location: VirtualExperience Required:10+ years in Project/Program Management, PMO leadership, or Organizational DevelopmentProven experience designing competency frameworks or career architecture modelsExperience within semiconductor, hardware, or complex engineering environments strongly preferredBackground aligning competency models to dual career tracks (technical vs. professional)Experience working in matrixed, global organizationsStrong stakeholder management skills across executive leadership and cross-functional teamsExperience conducting structured discovery (interviews, focus groups, validation workshops)Familiarity with PM standards (e.g., PMI, PMP frameworks) and industry benchmarkingAbility to create simple, scalable, and practical frameworks (avoid over-engineering)Key Responsibilities:Design a global PMO competency model aligned with executive vision and prior successful frameworksEstablish 8–9 clearly defined competency levels across two tracks:Technical Project ManagementProfessional (non-technical) Project ManagementDefine core competencies consistent across both tracks, with differentiated knowledge/skill expectationsAlign competency structure with existing leadership frameworks (management + technical tracks)Conduct discovery through stakeholder interviews and/or small-group sessions (4–5 participants max)Utilize a combination of interviews and focus groups for validation, as appropriateFacilitate validation sessions to ensure adoption and buy-in across business units and managersBenchmark against PM certification programs and semiconductor industry standardsAddress inconsistencies in role application across global business unitsDeliver a clear, practical, and scalable framework aligned to organizational needsNOTE: 100% Virtual PositionsDue to the nature of this virtual position, we anticipate a high number of responses from interested applicants.
