DescriptionThe Chief Financial Officer (CFO) leads, manages, and directs TriMet's financial functions and activities. The CFO is responsible for overseeing a system of internal controls to safeguard District assets and manage District liabilities, ensuring a long-term financially sustainable organization. They must be aware of all District financial requirements and structure future obligations in a sustainable manner that allows the transit system to grow with regional needs and expectations. As TriMet undergoes an organizational transformation and approaches an Enterprise Resource Planning (ERP) replacement, the CFO may expand responsibilities and serve on the Steering Committee for the ERP replacement. The role requires flexible availability, including on-call duty and responsiveness to emergencies, 24/7 as it relates to Finance and Administrative Services. The CFO is expected to uphold safety through consistent, professional behavior and maintain a strong understanding of customers' experiences and TriMet's product and service offerings. TriMet is an in-person first organization with emphasis on collaboration, customer service, and safe operations; some positions may allow up to two remote days per week based on policy and business needs.Essential FunctionsDirect agency financial activities, ensuring effective controls and strategic direction of accounting, treasury, investment, cash flow, budgeting, grant administration, insurance, procurement, risk management, and revenue functions.Serve as TriMet's Budget Officer under ORS 294.331, overseeing annual budget preparation in accordance with Oregon Budget Law and liaising with the Multnomah County Tax Supervising and Conservation Commission.Provide the General Manager and Board of Directors with accurate, timely communication of financial issues; advise on strategic financial direction.Enforce appropriate financial controls for safeguarding District assets, including collection of revenues from fares, payroll, taxes, grants, intergovernmental agreements, and other revenue sources.Oversee financial forecasting to set spending parameters, evaluate fiscal conditions, and guide policy, operating, and capital decisions with analysis of alternative scenarios.Manage all aspects of the debt program, including issuance of bonds and other instruments, investor relations, covenant compliance, and rating agency relationships.Direct cash management and investment portfolio, maintaining resources for operating and capital needs, establishing investment policies, and maximizing returns.Direct procurement, revenue collection, and risk management functions.Manage agency pension and compensation plans and serve as trustee and committee member.Coordinate the Board's Finance and Audit Committee and relevant Citizens Advisory Committees.Develop, control, monitor, and approve budgets and operational forecasts, including capital expenditures and labor resources, and hold department accountability.Position RequirementsBachelor's Degree required; degree in Finance, Accounting, or Business Administration preferred.Master's Degree in Finance, Business Management, or Accounting preferred.Minimum of thirteen (13) years of total credited experience.Ten (10) years of senior financial or administrative experience in a financial institution, government agency, or private corporation.Five (5) years of management experience required.CPAs, CGFM, CPFO, or equivalent certifications preferred.Salary RangeMinimum: $247,545.00 Maximum: $371,363.00Selection ProcessApplication Review (cover letter and resume)Panel InterviewsReference check and degree verificationBackground check and FCRA credit checkEqual Opportunity Employer and ADA StatementTriMet is an equal-opportunity employer committed to an organization that reflects and is sensitive to the needs of the diverse community we serve, including veterans, the elderly, and individuals with disabilities.
