Assistant Safety Manager - Transportation Business Partner - Valley Metro
Knowledge and Experience: Must be a certified Transportation Safety Institute (TSI) TSSP. (Or can obtain the TSSP within 2 years. Minimum 3 years progressive transit experience. Knowledgeable of Department of Transportation (DOT), ADOT and FTA standards. Experience developing and implementing Safety Program Plans, SMS, policies, procedures and corrective action. Strong knowledge of OSHA and Environmental Health & Safety (EHS) standards. Hands‑on understanding of maintenance and repair work, including shop operations, tools, equipment, and fleet maintenance processes. Demonstrated ability to work effectively in a diverse workforce. Skills: Ability to clearly develop reports without errors. Possess expert knowledge of Microsoft Word and Excel. Ability to interpret and explain regulations to others. Must have excellent communication skills (written and oral). Excellent time management skills with ability to prioritize. Ability to proactively identify risk trends in maintenance environments and implement corrective actions, safety awareness initiatives, and hazard mitigation strategies. Ability to work collaboratively with the Maintenance Department to ensure contractually required safety and maintenance performance standards are achieved. Possess the temperament necessary for maintaining amiable relations with various levels of company personnel. Ability to interpret and explain regulations, technical procedures, and maintenance safety requirements to others. High level of attention to detail. Reliable and punctual. Strong organizational planning skills. Strong practical skills. Strong analysis and problem-solving skills. Ability to communicate effectively and tactfully both written and oral. Ability to hire, recommend terminations of direct subordinates and issue discipline as required. Conduct training for Maintenance and Fleet Care staff for Yard Permits, Forklift Training, Lift Operation, Fall Protection and Restraint inspections in conjunction with the Training Department. Maintain training records for areas of instruction and administer after accident, and recurring refresher training as required by contract, SOP, and OSHA requirements. Must have excellent communication skills (written and oral). Excellent time management skills with ability to prioritize. Collaborates with the Tempe Safety Maintenance Assistant Manager to ensure consistent application of safety procedures and corrective actions. Key Accountabilities: Safety Management System Support the site implementation of the Safety Management System Plan, comprehensive safety policies, procedures, and tools to enhance compliance with corporate direction in efforts to reduce accidents/injuries in the workplace. Monitor compliance with the KTA’s SMS policies and procedures, conducting ongoing safety auditing of maintenance facilities, shop practices, and fleet maintenance activities. Ensure all relevant statutory and regulatory safety policies are applied and adhered to, including those specific to maintenance operations (lockout/tagout, hazardous materials, PPE, equipment safety, etc.). Collaborate with maintenance leadership to ensure safe execution of preventive maintenance, inspections, and repairs. Collaborate with Operations to maintain a safety partnership dialog and ensure all safety related issues are being properly addressed in a timely manner and follow-through. Conduct weekly facility inspections to identify hazards, environmental risks, and unsafe conditions, ensuring timely corrective action. Safety Assurance Reports all accident and incident claims within required timeframes both contractually, Keolis and insurance. Responsible for reporting all accidents and incidents within client required parameters based on report formatting and required timeframes. Provides required support to safety department leadership with updating departmental documentation, safety plans, SMS, PTASP, SOP’s, etc. Provides backup support to the Assistant Director of Safety in their absence. Management of automotive claims related to vehicle accidents/ passenger related incidents and ensures timely resolution, closure and subrogation's. Ability to hire, discipline and provide recommendations on employee terminations as required. Other duties as assigned or as requested.
