Analyzes data and builds models to set real property tax rolls.Minimum QualificationsBachelor’s degree from an accredited college or university in Statistics, Mathematics, Data Science, Computer Science, Information Science, or other closely related field, plus four (4) years of related experience; OR an equivalent combination of related education and experience.Must obtain an Appraiser license from the State of Utah Division of Real Estate and possess a Residential Appraiser designation with the Utah State Tax Commission within three (3) years of hire.A valid Driver’s License accepted by the State of Utah is required at the time of hire. A valid Driver’s License issued by the State of Utah must be obtained within six (6) months of hire to operate a County vehicle.Due to the nature of this position, the successful applicant must pass a required background check through fingerprinting and enrollment in the continuous RAP Back (Record of Arrest and Prosecution Back) program in accordance with current County Human Resources policy requirements.Essential FunctionsDevelops, calibrates, and deploys advanced statistical valuation models within specialized systems applications to ensure the accurate and equitable valuation of all real property types.Maintains documentation and validates models to ensure statistical accuracy and compliance with industry standards.Utilizes advanced statistical and appraisal methodologies to develop predictive mass appraisal models.Analyzes the results of model programming and modifies programs to optimize performance and meet goals and objectives.Prepares or assists in preparing technical documentation and statistical reports detailing model performance, methodologies, and valuation outcomes.Partners with leadership to identify key data requirements, ensuring datasets are optimized for statistical analysis.Performs data cleaning, auditing, and validation to ensure accuracy and reliability for all valuation outputs.Presents information on models, trains end-users, and assists with project planning.Knowledge, Skills, And Abilities (ksa)Knowledge ofAdvanced quantitative statistics and how regression theory and appraisal theory complement each other in mass appraisalRegression and statistical modeling techniquesMathematical, financial, and statistical calculationsReal property appraisal methods, techniques, cost, income, and market valuation systemsReal estate terminologyBuilding construction, materials, and costsProperty appraisal and tax-related databases, table views, and spreadsheetsOperation and applications of software, hardware, machine language(s), and automated information systems appropriate to the departmentResearch design and methodologies Laws affecting property appraisal, classifications, assessment ratios, property tax exemption, and the appeals processSkills and Abilities toOrganize workloads and prioritize tasks to adhere to deadlinesWork effectively in a dynamic environment, both independently and in a team settingDemonstrate strong organizational skillsEffectively apply general principles to specific conditionsCommunicate effectively both verbally and in writingUtilize statistical software packages such as SAS (Statistical Analysis System) or SPSS (Statistical Package for the Social Sciences) to perform data analysisConduct, organize, analyze, and document information systems researchWorking Conditions And Physical RequirementsWork duties are typically performed in a general office setting with occasional field visits.
