MANAGEMENT ANALYSTInternational City/County Management Association (ICMA), and Kalamazoo County Government Management Fellowship (LGMF) agreement.GENERAL SUMMARYThe purpose of this job is to provide staff support for the Administrator/Controller, Deputy County Administrators, and the Chief of Staff in managing County services and processes. Oversees countywide granting writing and provides quantitative and qualitative analysis of current and proposed projects, operating programs, business practices, organizational design, and other issues and operations required to ensure cost-effective delivery of mandated and non-mandated services to the people of Kalamazoo County.ESSENTIAL DUTIES & RESPONSIBILITIESCoordinate countywide grants. Research, identify, and apply for grant funding opportunities to support departmental and countywide initiatives.Develop grant proposals, write applications, and ensure compliance with grant guidelines and requirements. Manage the grant submission process, track deadlines, and coordinate with relevant stakeholders to align funding opportunities with organizational needs.Monitor awarded grants, prepare reports, and ensure proper utilization of funds per grant agreements.Assist in maintaining accurate financial records and collaborating with finance and program staff to ensure grant compliance and successful project implementation.Analyzes the operating performance of departments and/or programs to ensure efficient and effective use of budgeted resources and demonstrable progress towards accomplishing targeted goals in alignment with the county's strategic plan. This position will ensure accountability across all administrative departments, including tracking performance and ensuring compliance with the strategic plan.Responsible for analyzing all legislation associated with countywide operations as well as analyzing legislation in coordination with board priorities and the new lobbyist. Reviews and analyzes the potential impact of pending legislation, proposed amendments to existing statutes, etc., on Countywide operations and recommends appropriate actions to the County Administrator/Controller and Board of Commissioners.Prepares and presents a variety of reports, presentation materials, and other communication pieces for elected officials, funding agencies, participating agencies, and other target audiences.Drafts proposed policies, procedures, and practices and prepares committee action requests and resolutions to the Board of Commissioners as required to submit proposed policies, procedures, programs, and actions for Board approval and adoption.Assist the Chief of Staff and Administrator's Office with Board meeting follow-up and Board Room technology; other duties as assigned.Perform related work as requiredMINIMUM QUALIFICATIONSRequired Education and ExperienceBachelor's degree from an accredited college or university in Public Administration, Business Administration, Public Policy, or a related field. A Master's Degree in Public Administration, Business Administration, or Public Policy or related field is preferred.3 to 5 years of related work experience, such as project management, grant management, business administration, public administration, and public policy work.
