Visit the Employee Benefits page for more information… Position Summary & Responsibilities: Position Summary This Management Analyst position is located in Topeka, at the Eisenhower State Office Building, and is within the Bureau of Construction and Materials. This position updates and maintains the AASHTOWare Project Preconstruction module. Job Responsibilities may include but are not limited to the following Analyze KDOT's business processes and the AASHTOWare Project Preconstruction module business systems related to development of project detail cost estimates, specifications, and proposals, processing the bid letting and awarding contracts to improve efficiency and utilization of available resources. Analyze contract and project data and prepare reports for use by KDOT Senior Managers in making decisions and responding to legislative or other requests for information. Manage the bid letting process. Analyze system messages and data validation reports to identify and correct processing and data errors to ensure that users have completed all business processes. Test and coordinate implementation of AASHTOWare Project Preconstruction module software upgrades released by AASHTO. View the full position description Qualifications Minimum Qualifications Three years of experience in collecting, evaluating, studying or reporting on statistical, economic, fiscal/budget, legislative or administrative data. Education may be substituted for experience as determined relevant by the agency. Transcripts are required for education to be considered. Valid Driver's License at time of appointment. Preferred Qualifications Ability to analyze complex business processes and translate them into functional, efficient software workflows within an enterprise environment. Strong communication, documentation, and prioritization skills with the ability to create clear technical procedures. Understanding of project lifecycles, including cost estimations, proposal development, bid letting, and contract awards. Ability to execute multi-step software workflows and data validation protocols where accuracy and sequence are mission-critical to the bidding lifecycle. Ability to troubleshoot system issues and effectively explain technical software fixes to non-technical users. Prior knowledge of KDOT business processes and specific experience with the AASHTOWare Project suite. Experience in windows, SQL, HTML and database management.
