Human Resources Manager – Start-Up Licensed Home Care Services Agency (LHCSA)

As a start-up agency, we are building our team and infrastructure from the ground up—and we're looking for an experienced and motivated HR professional to play a key role in laying the foundation for our success.The Human Resources Manager will be instrumental in developing and implementing the HR structure of the agency, including recruitment, onboarding, compliance, and policy development. This is a hands-on role that requires initiative, flexibility, and a deep understanding of HR functions in the home care industry, particularly in the New York State regulatory environment.Build and manage HR systems, processes, and employee files from the ground upRecruit, interview, and onboard caregivers (HHAs, PCAs, RNs) and office staffDevelop and implement HR policies and procedures in compliance with NYS DOH and LHCSA regulationsEnsure timely completion of all pre-employment documentation, background checks, and health screeningsMaintain caregiver compliance records (e.g., annual physicals, in-service training, TB tests, certifications)Work with leadership to create a positive and legally compliant workplace cultureSet up and manage HR software or systems (e.g., onboarding tools, HRIS, scheduling systems)Assist with preparation for audits and state inspectionsSupport payroll and benefits processes in collaboration with accounting/operations3+ years of HR LHCSA experienceKnowledge of NYS Department of Health (DOH) home care regulationsStrong organizational and communication skills; ability to work independently and proactivelyExperience in setting up HR infrastructure is highly desirableProficiency in Microsoft Office, Excel, and familiarity with HR or home care management systemsBilingual English & SpanishProficient in HHAeXchangeBachelor's degree preferredOpportunity to shape and grow an HR department from the ground upCompetitive salaryFlexible work environmentCareer growth potential as the agency expandsMeaningful work that impacts people's lives daily
