Basic Qualifications : Bachelor’s degree or equivalent is required plus a minimum of 15 years of demonstrated leadership; or Master's degree plus a minimum of 13 years of demonstrated leadership. Department of Defense Secret security clearance is preferred at time of hire. Applicants selected will be subject to a U.S. Government security investigation and must meet eligibility requirements for access to classified information. Due to the nature of work performed within our facilities, U.S. citizenship is required. Responsibilities for this Position: General Dynamics Mission Systems has an immediate opening for a Program Director to lead a major Facility Consolidation Project in Scottsdale, AZ. The position provides an opportunity to enhance the performance and profitability of an organization that supports some of our nation’s fundamental defense services. General Dynamics Mission Systems employees work closely with esteemed customers to develop solutions that allow them to carry out high-stakes national security missions. REPRESENTATIVE DUTIES AND TASKS: Sets enterprise-wide direction for the Scottsdale Consolidation Project in line with the executive leadership team direction Develops & implements program strategies, roadmaps, and cohesive integrated plans to meet business and program objectives relating to revenue, margin, and business continuity Develops, defines and executes project plans, schedules, budgets and deliverables Balances program, risks and opportunities with executable strategies to meet technical requirements and budgets Conducts reviews to drill down into issues on products/programs, identify issues, develop corrective actions, and communicate issues, impacts and corrective actions to program teams Sets standards for and conducts metric reviews Leads cross-functional teams in matrix organization to achieve schedule, cost, and technical performance objectives Prepares and presents program status to leadership and internal customers/stakeholders Reviews organizational capabilities, and leads the development/execution of strategies, to improve the competitiveness of the organization through actions such as professional growth & development, strategic hiring, strategic partnering, and acquisitions Interfaces with internal customers and stakeholders on technical matters regarding execution of the project\ Navigates challenging internal and external customer relationships Identifies program scope changes and develops program positions for costs and feature changes or equitable cost/schedule adjustments Develops personnel to ensure efficient operation Delegates assignments to others for developing solutions Effectively engages in complex negotiations involving various aspects of the business Works on complex issues where analysis of situations or data requires in depth knowledge of the company May be responsible for the development of contractor RFP’s and detail Statements of Work KNOWLEDGE SKILLS AND ABILITIES: Exceptional ability to identify/resolve complex problems with demonstrated use of sound analysis and problem solving techniques Ability to generate cohesive program plans Ability to identify partnership candidates best suited to fill capability gaps Demonstrated leadership of a program with significant delivery or technical risk Skilled in the development and implementation of product/program strategy and tactics Exceptional understanding of business and supply chain strategy Ability to develop and implement a product oriented WBS and WBS Dictionary Ability to track work accomplished to baseline plans and identify issues, track progress, and follow through on effective corrective actions based on data analysis and trends Exceptional verbal and written communication skills Ability to lead teams in matrix organization to achieve schedule, cost, and technical performance objectives Ability to lead others in team building, conflict resolution, motivation, leadership and advanced risk management Ability to apply advanced negotiation skills to solve internal, external and customer issues Will interact frequently with internal personnel and outside representatives at various levels Skilled in communicating issues, impacts, and corrective actions on programs to internal and external representatives Needs ability to execute company policies that affect immediate operations Exceptional ability to understand and analyze program financial data Outstanding relationship management and marketing skills Expert risk and opportunity management skills and ability to apply them to programs Ability to evaluate quality of work product to ensure satisfaction of customer requirements Exceptional knowledge of government contracting practices and regulations regarding acquisition Ability to develop and execute proposal plans and strategies Knowledge of MS Project, Excel, Word, PowerPoint May be required to travel Salary Note: This estimate represents the typical salary range for this position based on experience and other factors (geographic location, etc.). Actual pay may vary. This job posting will remain open until the position is filled. Combined Salary Range: USD $239,691.40 - USD $259,353.55 /Yr.
