It provides long-term and skilled nursing services for honorably discharged veterans, their spouses, or parents of veterans killed in combat action. The facility has 131 nursing home, skilled-nursing living beds. Services for residents are provided 24/7, focusing on maintaining or improving their physical, mental, and psychosocial well-being under a personalized plan of care developed by licensed health professionals Why does the job exist? The Deputy Administrator serves as the strategic partner to the Administrator, with primary responsibility for financial oversight, regulatory compliance, and organizational performance within the Veterans Home. This role ensures the facility operates in full compliance with Centers for Medicare & Medicaid Services (CMS), U.S. Department of Veterans Affairs (VA), and state regulations, while maintaining financial stability and operational efficiency. The Deputy Administrator acts as second-in-command, providing leadership continuity and driving accountability across all departments. How does it get done? Financial Oversight & Business OperationsPartner with the Administrator on budget development, forecasting, and financial strategyMonitor daily census, payer mix, and reimbursement trends to optimize revenueOversee departmental spending, labor costs, and staffing efficiency (PPD/HPPD)Identify cost-saving opportunities without compromising resident careSupport oversight of billing, collections, and third-party payer complianceAnalyze financial reports and implement corrective actions as neededRegulatory Compliance & Survey ReadinessEnsure ongoing compliance with CMS, VA, and state survey requirementsLead and monitor survey preparedness efforts across all departmentsOversee development and execution of Plans of Correction (POC) and Corrective Action Plans (CAP)Conduct routine audits to ensure adherence to policies, F-tags, and clinical standardsPartner with department heads to correct deficiencies and sustain complianceAdministrator Partnership & Executive SupportServe as the Administrator¿s direct operational and strategic partnerAssist in executing facility-wide goals, initiatives, and performance targetsAct as liaison between the Administrator and department leadershipEnsure accountability across leadership team through follow-up and performance trackingStep in as Administrator in their absence with full decision-making authorityLeadership Oversight & AccountabilityHold department leaders accountable for financial performance, compliance, and outcomesDrive a culture of ownership, urgency, and survey readinessSupport recruitment and retention strategies, especially in hard-to-fill rolesAssist in performance management, coaching, and disciplinary actionsQuality & Risk ManagementAlign financial and compliance initiatives with QAPI goals and outcomesOversee trends related to incidents, grievances, infections, and rehospitalizationsEnsure risks are identified, mitigated, and reported appropriatelySupport root cause analysis and sustainable corrective actionsKey CompetenciesStrong financial acumen in operations (budgeting, labor control, reimbursement)Deep understanding of CMS regulations, VA oversight, and survey processAbility to operate as a decision-maker and executor, not just supportHigh-level accountability enforcement across departmentsStrategic thinking with hands-on operational follow-through Who are the customers? The primary customer are the brave men and women that answered our nations call, executed their duties and now are unable to live in their respective communities due to failing health. This job will also support the widows of the service men and women to include parents that have lost children in combat (Gold Star Parents) Ideal Candidate Strong organizational and multitasking skills; Knowledge of basic financial principles (budgeting, expense tracking, reconciliation); Ability to identify and respond to operational risks; Excellent written and verbal communication; High level of discretion and confidentiality; Proficient in Microsoft Office (Word, Excel, Outlook); Strong attention to detail, especially with compliance and financial documentation; Veterans Home / Long-Term Care Facility; Frequent interaction with residents, staff, families, and regulatory personnel; May require flexibility during surveys, audits, or financial reporting periods Minimum Qualification Associate degree in Business Administration, Healthcare Administration, Statistics, Finance, or a related field and seven (7) years of experience with a public assistance program, medical, healthcare, educational, or state facility working with policies and procedures, conducting analysis/research, providing or requesting information from the general public, working with communities, working on health or social service related matters, social work/case management, behavioral health, and/or health care. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling nine (9) years may substitute for the required education and experience.Employment RequirementsEmployment is subject to criminal background check pursuant to New Mexico Caregivers Criminal Screening Act, (Sections 29-17-2 through 29-17-5 NMSA 1978 and 7.1.9.1 through 7.1.9.11 NMAC) and is conditional pending results.Must possess and maintain a valid New Mexico driver's license.Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification as a condition of continued employment.Successful completion of the Health Insurance Portability and Accountability Act (HIPAA) training.Must sign and observe confidentiality agreement.Must be able to read, write, speak, and comprehend the English language.Occasional travel for training & meetings and driving a State of NM owned motor vehicle may be required; Working hours may include weekends, holidays, overtime, and callback hours. Working Conditions Work is performed in an office setting within a long-term facility with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Walking throughout the facility and frequent communication and interaction with residents, staff, and the public. Periods of walking, standing, bending pushing, pulling, lifting, and stretching for a variety of activities may be required. Must be able to function under pressure and stressful situations Health hazards such as exposure to contagious viruses and diseases. May also include routine exposure to public, fellow employees, and facility resident illness, stressful situation, and bodily fluids, as well as exposure to physical and/or verbal abuse.
