Position Summary
The Human Resources Officer is responsible for the professional administration, coordination, and continuous improvement of all human resources functions of the organization. This includes recruitment, employee relations, performance management, compensation and benefits, paid time off and leave administration, training and development, compliance with employment and labor laws, and the maintenance of HR policies and procedures.
The HR Officer ensures that the organization attracts, develops, and retains qualified employees while operating in full compliance with federal, state (including Florida), and local employment regulations, collective bargaining agreements where applicable, and the organization’s mission, values, and standards of conduct.
This role is particularly attentive to the needs of a nonprofit, arts-driven, and occasionally unionized environment, requiring professionalism, discretion, and sensitivity to creative, technical, and administrative staff alike.
Key Responsibilities
1. Recruitment and Staffing
Manage full-cycle recruitment for all staff positions, including posting, screening, interviewing, reference checks, and onboarding.
Partner with department heads and production leadership to anticipate seasonal, project-based, and performance-related staffing needs.
Maintain current job descriptions and organizational charts.
2. Employee Relations
Serve as a trusted point of contact for employee inquiries, concerns, and workplace matters.
Support the resolution of employee issues, grievances, and disputes in a fair, consistent, and confidential manner.
Foster a respectful, inclusive, and mission-aligned workplace culture.
3. Performance Management
Administer performance evaluation processes and ensure timely completion.
Support managers in goal setting, feedback, development planning, and corrective action where necessary.
Assist with disciplinary actions and documentation in accordance with organizational policy and labor law.
4. Compensation, Benefits, and Payroll Coordination
Administer employee benefits programs, including health insurance, retirement plans, and other offerings.
Coordinate HR aspects of payroll to ensure accuracy, timeliness, and compliance (in partnership with Finance).
Support compensation benchmarking, internal equity reviews, and annual merit processes.
5. Paid Time Off (PTO) and Leave Management
Administer all employee leave programs, including vacation, sick leave, personal leave, family and medical leave (FMLA), and other statutory or organizational leave.
Track and maintain accurate PTO balances and leave records in the HR system.
Advise employees and managers on leave eligibility, approvals, documentation requirements, and return-to-work processes.
Ensure leave administration complies with federal and Florida regulations and internal policy.
6. Compliance, Policy, and Labor Relations
Ensure compliance with federal, state, and local employment laws and regulations, including those applicable in Florida.
Maintain and update HR policies, employee handbook, and internal procedures.
Support compliance with collective bargaining agreements, where applicable.
Prepare documentation for audits, legal inquiries, and regulatory reporting.
7. Training and Professional Development
Coordinate onboarding, orientation, and mandatory compliance training.
Support ongoing professional development and leadership training initiatives.
Track certifications, safety training, and required regulatory education.
8. HR Records and Systems
Maintain accurate, confidential, and compliant personnel records.
Oversee HR information systems and reporting.
Produce HR metrics and reports for leadership and board review as required.
Qualifications
Bachelor’s degree in Human Resources, Business Administration, or a related field.
Minimum of 3–5 years of progressive HR experience.
Strong working knowledge of employment and labor law, including Florida regulations.
Demonstrated ability to handle sensitive matters with discretion and sound judgment.
Excellent interpersonal, organizational, and written communication skills.
Proficiency with HRIS systems and standard office software.
Preferred Qualifications
HR certification (PHR, SPHR, SHRM-CP, or SHRM-SCP).
Experience in nonprofit, cultural, performing arts, or unionized environments.
Familiarity with seasonal, production-based, or project-based staffing models.

Pay: $49,056.66 - $75,000.00 per year
