ACET, Inc.'s technical, programmatic, and analytical professionals are experts in commercial technology, customized solutions, and proprietary government systems.Job Summary:Adams Communication & Engineering Technology (ACET) is seeking an experienced Aerospace - Program Manager to lead execution of Department of Defense aviation programs. This role operates under the direction of the Vice President of Aerospace and ensures alignment with corporate objectives, contract requirements, and customer expectations.This role is responsible for driving revenue realization, cost control, and financial compliance across multi-site aviation operations with end-to-end program management across maintenance, modification, kitting, logistics, and field support operations supporting U.S. Marine Corps aviation units. The Program Manager will work with Vice President or Aerospace Programs, Operations Managers, Program Teams, and Accounts Payable/Receivable to ensure accurate forecasting, timely invoicing, and alignment between operational execution and financial outcomes.This is a direct billable leadership role with responsibility for program execution, financial performance, and customer engagement across multiple contracts and locations.Key ResponsibilitiesProgram Financial Management & Budget ControlOwn full program P&L performance, including revenue, cost, and margin targetsDevelop and manage monthly and quarterly financial forecasts (labor, material, and revenue)Track actuals vs. plan and drive corrective actions to maintain profitabilityEnsure alignment between operational execution and financial performanceImplement and manage Earned Value Management (EVM) principlesTrack: Planned Value (PV), Earned Value (EV), Actual Cost (AC)Provide monthly program performance review and actionable insightsAlign financial metrics with schedule and production performanceInvoicing & Revenue ExecutionLead end-to-end invoicing lifecycle from work completion to customer billingPartner with Accounts Payable / Accounts Receivableto:Validate invoice accuracyTrack payment status and aging receivablesResolve discrepancies with customers and internal teamsEnsure timely submission of invoices in accordance with contract requirementsDrive reduction of aged receivables (60/90+ days) and improve cash flowEnsure proper charge code usage and cost allocation complianceSupport audits and financial reviews with accurate and traceable data Operations IntegrationWork directly with Operations Managers and Site Leadsto:Align manpower plans with budget and revenue targetsValidate production throughput against invoicing opportunitiesEnsure kitting and material availability supports revenue generationTranslate operational performance into financial outcomes and forecasts. Procurement & Cost ControlOversee material cost tracking and ensure alignment with contract fundingCoordinate with procurement teams to:Monitor vendor costs and variancesMitigate supply chain cost risks (inflation, long-lead items)Ensure all costs are allowable, allocable, and compliant with FAR/DFARS Customer & Contract Financial Interface Serve as financial point of contact with NAVAIR PMA offices and CORsSupport contract modifications, funding alignment, and CLIN/SLIN trackingEnsure invoicing aligns with contract deliverables and funding ceilingsProvide clear, professional communication on financial status and risks Required QualificationsMinimum 10+ years of DoD aerospace or defense program management experienceStrong background in program financial management, budgeting, and invoicingHands-on experience with Deltek Costpoint (or similar ERP system)Working knowledge of:FAR / DFARS complianceGovernment invoicing processes (Cost Reimbursable, FFP, T&M)Financial reporting and forecastingExperience supporting multi-site operations and cross-functional teamsDemonstrated ability to lead diverse technical teams in a high-tempo environment.Strong contract performance management skills.Excellent communication, briefing, and customer-facing abilities.Strong attention to details and accurate reporting.Ability to obtain and maintain a DoD Secret clearance (T3 level). Preferred QualificationsPrior experience supporting squadrons modernization programs.Experience with Depot-Level Mod Lines and O-Level Maintenance Programs.Proven history managing multi-shift operations and labor/resource forecasting.Experience collaborating with PMA, FST engineering teams. Work Environment / Physical RequirementsPosition involved long periods of standing and sitting and exposed to occasional high noise levels and physical activity can vary. (Office / Hangar Conditions)Position may require lifting, bending, squatting, pushing and some climbing on step ladders.Position may require travel CONUS/OCONUS.
