Preconstruction Manager
Overview
The Preconstruction Manager is responsible for leading and managing all preconstruction and estimating efforts across general construction, concrete operations, and asphalt operations. This role works closely with leadership, operations teams, and project managers to evaluate project opportunities, develop accurate and competitive bids, and support effective project planning prior to construction.
The Preconstruction Manager reviews RFPs, bid plans, specifications, and cost estimates to identify risks, define project scope, and coordinate resources. This position ensures consistency, accuracy, and efficiency in estimating practices while supporting a smooth transition from preconstruction to field operations.
This role promotes collaboration across departments, supports standardized processes, and provides insight into market conditions, project feasibility, and operational readiness to help drive successful project outcomes and overall company growth
Duties
Preconstruction Leadership
Oversee the review of project plans, specifications, and contract documents.
Manage and maintain HCSS Preconstruction software, including estimate tracking and reporting.
Lead the development of detailed cost estimates, including quantity takeoffs, pricing, and scope analysis.
Identify project risks and develop mitigation strategies.
Direct and manage the preparation and submission of RFPs
Establish and lead bid strategies.
Prepare and oversee the development of bid packages.
Evaluate and analyze subcontractor and supplier bids for completeness, accuracy, and value.
Collaborate with internal stakeholders to develop winning strategies and proposals
Partner with Contract Admin to support project setup in Vista and HeavyJob systems.
Ensure accurate data transfer from preconstruction to operations systems.
Provide estimating support for active projects as needed
Manage projects on an as-needed basic, depending on workload within the General Construction division.
Support the project transition from preconstruction to operations, ensuring a seamless handoff.
Assist with subcontractor buyouts and scope finalization.
Perform other duties as assigned to support departmental and organizational goals.
Required Skills and abilities:
Strong knowledge of construction plans, specifications, estimating methods, and cost control practices.
Proficiency in estimating and project management software, including HCSS, Vista, and HeavyJob (or similar systems).
Ability to develop accurate cost estimates, analyze data, and identify project risks.
Demonstrated leadership skills with the ability to manage, mentor, and develop team members.
Strong strategic thinking and decision-making abilities, particularly in bid strategy and competitive positioning.
Excellent communication skills, with the ability to effectively collaborate with internal teams, clients, subcontractors, and stakeholders.
Ability to analyze subcontractor bids and negotiate scope, pricing, and contract terms.
Strong organizational and time management skills, with the ability to manage multiple projects and deadlines simultaneously.
High attention to detail and accuracy in all aspects of estimating and documentation.
Ability to lead RFP responses and develop compelling proposals.
Problem-solving skills with the ability to proactively identify issues and implement solutions.
Working knowledge of construction contracts, procurement processes, and project lifecycle.
Adaptability and flexibility to manage shifting priorities and workload demands.
Qualifications:
7-15 years of estimating or construction management experience.
Extensive knowledge of construction means and methods, costs and engineering principles.
Estimating experience with large transportation projects
Advanced computer skills with MS Offfice, HCSS, Vista, and Take-Off programs
Well organized, flexible, detail-orientated, and can multi-task.
Prioritize workload and consistently meet deadlines while constantly changing tasks and demands.
Excellent written and oral communication skills.
Physical Requirements
Ability to traverse uneven terrain in the field.
Ability to sit for lengths of time in a vehicle or office environment
Work Schedule:
Monday through Friday (occasional Saturdays to be available by phone)
