Position Purpose:A subcontracts manager oversees the procurement, negotiation, compliance, and performance of subcontracts for assigned programs.The Subcontracts Manager will oversee procurement, negotiation, compliance, and performance of subcontracts for assigned programs. Responsibilities span the full subcontract lifecycle including but not limited to the review and negotiation of terms and conditions, ensuring compliance with appropriate prime contract flow downs, advising management of contractual rights/obligations and means to mitigate contractual/program risks, the process, release and management of subcontracts and maintenance of subcontract files. This role will work closely with cross functional partners to ensure internal stakeholder inputs and requirements and correctly captured in subcontracts and documented, reviewed and approved in accordance with company policies. The Subcontracts Manager also maintains relationship with external subcontract partners and acts as the primary point of contact for resolution of subcontractor issues.This role will primarily support new program awards with Earned Value Management (EVM) requirements. Prior experience with EVM application in subcontracts is required.Essential Functions and Responsibilities:Strategic Program SupportParticipate in Program Management Reviews and other internal planning meetings to capture subcontract requirements.Maintain familiarity with on-going technical aspects of the programs to effectively monitor and manage subcontract requirements and identify any necessary change orders or amendmentsProvide governance to the program team in carrying out the terms of subcontractsProactively assess subcontractor performance and offer solutions to mitigate contractual/program risksProcurement and Subcontract ManagementDeveloping and executes a sourcing and subcontract program management strategy that addresses overall program capture needs and executionFront-end engagement in analyzing customer RFPs, structuring sound business arrangements and developing subcontract RFP packagesDevelop subcontracts, internal work orders and other contractual documents and ensure the required review, approval and signature processes are followedAnalyze supplier quotes/proposals, performing cost/price analyses, developing negotiation strategies and leading subcontract negotiationsUtilizing source selection techniques (best value, total cost of ownership, ,Subcontractor OversightEnsure appropriate administration of subcontracts after award, including interaction with the subcontractor, review and submission of data deliverables, interpretation of contractual requirements and performance monitoringAct as the official point of contact with subcontractors for all contractual matters and drive closure to contractual issues.Coordinate correspondence and communication between subcontractors and internal stakeholdersRisk Management and MitigationReviews solicitation and contractual documents to assure contractual/financial risks are identified and mitigated, the contractual rights of the company are protected, and EBIT and cash flow opportunities are maximized as related to subcontractsPartner with Contracts, Proposal and Finance teams, to validate the accuracy and completeness of subcontracts and cost proposals prior to submission to the customerEnsure all department policies and procedures and followed and documentation is complete, accurate and appropriately storedKnowledge, Skills and Ability:Ability to work in a fast-paced environment independently and with minimal oversight.Ability to communicate effectively both verbally and in writingStrong attention to detail.Working knowledge of all aspects of purchase, contract and subcontract initiation and administrationStrong knowledge of the FAR, DFARS, TINA, CAS, ITAR, etc. and/or equivalent government regulationsAbility to contribute to negotiation strategyIntimate understanding of contract terms and conditionsProject management and organizational skillsFamiliarity with Teaming agreements, Bidders Agreements, and NDAsProven ability to solve problems, develop solutions, and assist the business leaders in achieving their financial and performance goals and objectivesAbility to work within a team and to foster teamwork and trustEducation and Formal Training:Bachelor’s degree emphasis in business administration, management, public administration, or equivalent experienceExperience:Ten years of experience in Federal Government (preferably DoD) contract and/or subcontract administrationThree years of experience in Federal Government (preferably DoD) purchasingTen or more years of experience in the fields of Contract/Subcontract Management, Negotiations, Program Management or related fields preferably within the Aerospace & Defense IndustryFour years Business Experience within Supply Chain and/or related organizationFamiliarity with all contract types (FFP, CPFF, CPIF, CPAF, IDIQ)
