Department Manager – Civil & Environmental Engineering (Minneapolis)FTE - PermanentEnvironmental challenges are increasingly complex, and addressing them requires experienced leaders who can combine technical excellence, project strategy, client partnership, and business growth. We are seeking a proven leader to lead expansion of our Civil & Environmental Engineering business line in the Upper Midwest Region.As Department Manager, you will be a key senior leader responsible for developing and inspiring teams, leading and capturing pursuits, and delivering high-quality engineering solutions for clients. You will be accountable for the department’s overall performance and will influence strategy, mentor teams, build client relationships, and set the tone for exceptional project execution.Projects are delivered across multiple methods, including planning-only, design-bid-build, design-build, and EPC, and span markets such as industrial, local government, utilities, and commercial sectors. The department supports a broad range of projects, including:Solid waste and resource recoveryIndustrial water and wastewaterCoal combustion residualsGeneral civil site designWater resources, stormwater management, and treatmentNature-based solutions and constructed wetland systemsStream restorationOther civil/environmental engineering projectsYou’ll have access to a network of professionals across engineering, environmental, and construction disciplines, along with a culture that rewards initiative, collaboration, and an ownership mindset.What You’ll DoProvide leadership to the team and strategic guidance for the overall departmentIdentify, pursue, and win civil/environmental engineering opportunities aligned with regional and national strategies, with a focus on construction and EPC workLead and support business development efforts, including go/no-go decisions, contract and risk review, proposal development, interview preparation, and capture planningBuild and maintain trusted client relationshipsStay informed on market drivers, client needs, regulatory changes, and emerging trends; promote thought leadership through presentations and industry involvementServe as a technical and strategic advisor for project teams, reviewing key deliverables and guiding technical approachesMonitor and manage staff allocation to ensure successful project delivery and achievement of department goalsManage department financials, ensuring profitability and alignment with business plan metricsLead and manage projects across scope, schedule, budget, and quality to meet or exceed client expectationsPromote a strong safety cultureMentor and manage staff ranging from assistant engineers to senior project managers and section managersSupport recruiting, retention, and performance reviewsCollaborate with department managers across practices and regional officesPrepare and present department updates to leadershipParticipate in annual business planning and establish goals for the regional Civil/Environmental Engineering practiceQualificationsBachelor’s degree in Civil or Environmental Engineering, Construction, or a related disciplineMinimum 7+ years of relevant civil or environmental engineering experience, including project managementPrior leadership and/or management experience preferredProven experience leading civil/environmental engineering projects and teams across multiple markets (industrial, utilities, state/local government, etc.)Ability to lead, influence, and manage change in a thoughtful and positive mannerStrong understanding of regional permitting frameworks, environmental regulations, and compliance programsStrong client-facing skills and experience leading multidisciplinary teamsExcellent communication, coordination, and problem-solving abilitiesProfessional Engineer (PE) license preferredProven business development experience, including established client relationships in the Upper MidwestExperience leading environmental consulting teams and collaborating with construction and project management teams
