If you possess strong leadership, collaboration and communication skills, and a commitment to quality, we’d love to connect.Essential Duties and ResponsibilitiesMission Alignment: Demonstrate a strong commitment to the vision and mission of Community Progress Council and Head Start of York County.Facilities & Vendor Management: Establish and maintain a network of qualified vendors for routine and emergency services. Oversee the full maintenance lifecycle for buildings, grounds, and equipment, including coordination of cleaning and utility services.Procurement & Budget Oversight: Ensure high-quality products and services through approved vendors. Secure bids and approvals, process invoices, monitor warranties, and maintain fiscal accountability.Personnel & Contractor Management: Provide leadership, coaching, and training to direct reports. Hire and oversee contractors for specialized work and address performance concerns promptly and effectively.Lease Administration: Partner with the COO to review lease agreements, maintain records, support negotiations, and cultivate strong landlord relationships. Serve as the primary point of contact for lease-related matters.Regulatory Compliance: Build and maintain relationships with municipalities and ensure compliance with funder, local, state, and federal requirements.Project Management: Plan, prioritize, and oversee facility projects from start to completion, ensuring compliance with Davis-Bacon requirements and clear communication with leadership and staff.Operations Procedures: Develop, implement, and manage standardized opening and closing procedures across facilities.Safety & Security: Ensure security systems and technologies are in place, functional, and aligned with organizational safety standards.Emergency Preparedness: Review and update emergency plans annually; coordinate, document, and report evacuation drills in collaboration with the Safety Committee.Key CompetenciesProject Management: Create a structure to deliver agency-wide results to achieve objectives.Finance: Develop and implement financial strategies to support the agency’s short and long-term goals.Communication: Communicate to engage and inspire people within and outside the agency.Quality Results: Determine benchmarks and ensure appropriate leadership to meet objectives.Relationships: Initiates the development of relationships with internal and external stakeholders to impact and strengthen CPC’s target audience. Qualifications: Bachelor’s degree in Management or a related field, or equivalent professional experienceProven successful experience in construction and/or property managementStrong fiscal management skills, including budgeting and working with contractors, vendors, and service providersExperience overseeing facilities compliance with city, state, and federal regulations within a nonprofit or similar environmentProficiency with work order management systems, preventative maintenance programs, supply distribution, vendor coordination, project bidding, and security/building access managementAbility to develop, implement, and maintain Standard Operating Procedures (SOPs)Working knowledge of contracts and industry terms and conditionsExcellent customer service and interpersonal skillsStrong written and verbal communication skills in English; bilingual abilities (Spanish, Haitian-Creole, or Arabic) highly preferredReliable transportation, acceptable MVR and a valid Pennsylvania driver’s license requiredAbility to be accessible by phone and respond in a timely mannerFlexibility to work varied schedule as neededDemonstrated adaptability and ability to manage shifting priorities effectivelyWhy Join Us?At Community Progress Council, Inc., we are committed to fostering a supportive and inclusive environment where every team member can thrive.
