Chief of Police

The City of Hallowell is accepting applications to fill the position of Police Chief. Hallowell is located in Kennebec County along the scenic Kennebec River. Hallowell is home to 2,570 residents and features an historic downtown with a thriving art & music culture, charming historic neighborhoods, a waterfront boardwalk and walking trails in natural environments. Hallowell has a land mass of 5.5 square miles. Our Police Department currently consists of three full-time officers and reserve officer positions. With the exception of the Chief, Hallowell’s full-time officers can be members of the Granite City Employee’s Association Union.The Hallowell Police Department is a small, community service focused department. The city seeks a Police Chief who both understands the administrative needs of a small department and who will be focused on engaging with the community as well as ensuring that department policies and procedures are followed and that all officers are properly trained and excel in their duties. Hallowell believes that its diverse community is an asset and seeks a Police Chief who will lead the department accordingly.Hallowell offers competitive wages and benefits, including health insurance or payment in lieu of health insurance; dental, vision, and life insurance; sick and vacation time; training and clothing allowances; paid holidays; and Maine PERS retirement. The salary for this exempt position is up to $98,000, depending on experience, qualifications, and salary negotiation.The Chief is responsible for the administration and supervision of all employees and activities of the Police Department. The Chief develops and administers operational and capital budgets, maintains a high public profile, conducts patrol and officer training and is available to respond to calls for service as needed. The Chief typically works a Mon-Fri daytime schedule, but occasionally special events, patrol shifts, and officer training require night and weekend work.Applicants must be certified by the Maine Criminal Justice Academy, and have at least 10 years of experience in law enforcement operations, crime prevention, criminal investigations, experience with bargaining units, and strong communication skills. We are especially interested in candidates who have significant supervision and command experience.The selection process may include in-person interview(s), background check, reference check, fitness and medical evaluation and polygraph and/or psychological evaluation.
